- PROJECT TITLE: Needs and Offers 2.0: Developing an automated tool for the disposition of materials process in Federal Depository Libraries (FDLs) BACKGROUND: The Library Services & Content Management (LSCM) division of the U.S. Government Printing Office (GPO) seeks to develop a Joomla based automated tool for the disposition of materials process in Federal Depository Libraries (FDLs). The automated tool will comprise the technology and business practices necessary to enable regional depository libraries to manage the disposition process in their states, as well as streamlining the disposition process for regional and selective depositories. The Federal Depository Library Program (FDLP) provides no ‐ fee ready and permanent public access to current and historical Federal Government publications. The FDLP includes nearly 1,200 libraries, is managed by the U.S. Government Printing Office (GPO), and is governed by Title 44, United States Code, Chapter 19. Libraries that are designated depositories must comply with certain retention guidelines prescribed in 44 USC §1912. These guidelines give regional depository libraries the authority to assist selectives with the disposal of unwanted publications, but §1912 offers no procedures. Both selective and regional depository libraries have often expressed that the manual disposition process has become quite cumbersome and time consuming. In an effort to reduce the burden the manual disposition process has placed upon depository libraries, GPO is working to develop an automated tool that will enable depository libraries to streamline their disposition processes. The goal of this automation project is to develop an online tool that handles the workflow of the disposition process that will benefits all depository libraries as well as GPO, making the process less burdensome and more streamlined. The tool needs to be developed in Joomla in order to be compatible with the FDLP.gov website. The tool will also need to support a Z39.50 interface for record exchange for compatibility with the Integrated Library System (ILS). This market survey is for information purposes and does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the US Government. All interested parties are requested to submit to the contracting office a brief capabilities statement package providing specifications, brochures, manuals, and a list of current customers.
