Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The intent of this Special Notice is for informational purposes only. The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS) intends to solicit a quote and enter into a contract with Qiagen, Inc. herein referred to as Contractor for a Qiacel Advanced Eclectrophoresis System which is the only source for this item. The anticipated award date is on or about May 6, 2015. The USDA, ARS, Grape Genetic Research Unit (GGRU) in Geneva, New York has a requirement for a QIAxcel Advanced electrophoresis system and fragment analyzer to support ongoing research in grapevine genetics. The QIAxcel will be used to replace a failing gel electrophoresis and imaging system which is typically used for daily validation of molecular techniques. In an effort to increase efficiency, GGRU will pursue a combined electrophoresis, imaging, and nucleic acid quality evaluating system. SYSTEM REQUIREMENTS. QIAxcel Advanced: •a. High capacity for sample numbers while retaining flexibility to run low sample numbers, 12-strip tube format up to a standard 96 well plate per run. •b. Availability for automation of 96 well plate analysis. •c. Fragment analysis must be determined via capillary-electrophoresis and determine even low concentrations of nucleic acids. •d. Reduced time needed for gel runs to allow for greater efficacy of analysis (<30 min). •e. Built in gel capillary system and imaging system to record research results without the need of external camera equipment. •f. Compartmentalized ethidium bromide cartridges to prevent exposure to lab personnel. •g. Reusable electrophoresis cartridges to efficiently reduce waste and save resources. •h. Cartridges are self-contained, not requiring supplement of additional chemicals. •i. Ability for reagents to be stored in system during use, preventing wasted time and effort associated with varied storage temperatures. •j. Low volume use for sample prep and analysis to prevent loss of product and reduce cost, <5 ul. •k. Automated tracking of gel-cartridge use and expiration of product to prevent increased failure rate and loss of result fidelity. •l. Integrated software for both DNA and RNA quality checking ability. •m. High resolution of fragment size differences in order to allow for determination of 3-5 bp differences. •n. Capacity to evaluate and image fragment sizes from 200bp-3000bps in size. •o. Included Windows 7 (minimum) computer system with installed imaging and image analysis software. •p. Available training provided for laboratory staff. Authority: 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The NAICS code for this action is 334516. ARS requires that all contractors doing business with the Acquisition Office must be registered with the SAM System for Award Management. No award can be made unless the vendor is registered in SAM.
