Subject: Sources Sought for electric crane Point of Contact: Laurie Gillespie, Contract Specialist, (503)808-4627, laurie.a.gillespie@usace.army.mil Description of the Requirement: The Portland District Corps of Engineers is seeking local, statewide, and throughout continental US, small business concerns to provide an electric carry deck crane. REQUIREMENTS: Salient Characteristics for the procurement of an Electric carry deck crane. The procurement of an electric crane is necessary for indoor powerhouse; this electric crane is to be used indoors in tight Places on the 4th and 5th floor of the Powerhouse. This crane's specific features are needed to work in many places not accessible by normal cranes and provide the safety of not producing Carbon monoxide fumes creating a hazard to employees working indoors. The Following are the minimum and maximum requirements required in the procurement of an electric crane. The Dalles Dam requires a battery powered self-propelled industrial crane designed for in-plant lifting and material handling applications. It has to have the special features of low height, narrow width, short length, cargo deck, four wheel steering and four wheel drive. The basic unit consists of a chassis and hydraulic boom assembly. The chassis includes a frame, four hydraulic outriggers, variable speed hydrostatic transmission, and two drive axles with power steering. The boom assembly includes a hydraulic powered continuous rotation turret, three section telescopic boom, hydraulic boom elevating cylinder, hydraulic boom extension cylinders and hydraulic powered hoist. A Rated Capacity Limiter is standard. 3-section hydraulically extended boom with capacity of 9,000 pounds at a 4-foot load radius with a Horizontal reach of 19 feet 2 inches and vertical reach of 26 feet. Hoist located on back of turret. GENERAL: Battery: 72 Volt, 435AH Batteries Electric motor: 25 Horsepower Battery Charger: 480V 3 Phase Supply Power, with charger mounted onto crane that plugs into a 480 volt outlet. We need this voltage of power supply and charging capacity because we have 480v outlets throughout the powerhouse. Length: Chassis 10 feet 8 inches Overall 12 feet 2 inches Width: 5 feet 4 inches, this is a maximum width to be able to maneuver between walls and stairway handrails throughout the powerhouse. Height: Deck 31 inches Overall 6 feet 9 inches Wheelbase: 6 feet 6 1/2 inches Ground Clearance: Chassis 9 inches Minimum (Axle) 8 inches Angle of Approach: 24 degrees Angle of Departure: 24 degrees Turning Radius: (Minimum) 9 feet 10 inches Aisle Width: 90 degree Turn: (Mm.) 8 feet 0 inches These are the max size of physical features that we can use in our powerhouse and still maintain the load capacity for Floor loading. Travel Speed: (Max.) 3 MPH Tire Footprint Area: 40 square inches, each Outrigger Footprint Area: 48 square inches, each. Required to equally spread weight of crane and load and not exceed our powerhouse floor load rating. Boom Movement: Rotation Continuous Elevation 70 degrees Extension 12 feet, We require at least a boom extension of 12 quote mark so we can reach our governor oil pumps, for removal or maintenance. Tail swing: 3 feet 7 inches Boom Speeds: Rotation 360 deg. in 60 seconds Elevation 22 seconds Extension 38 seconds Sheave Height: Without Jib 26 feet 3 inches With Jib 33 feet 9 inches, this is the maximum angle we can use on the fourth floor of our powerhouse and still achieve the load capacity without sacrificing boom angle and crane capacity. Horizontal Reach: Without Jib 19 feet 2 inches, CIL Rotation with Jib 27 feet 2 inches, CIL Rotation HYDROSTATIC TRANSMISSION PUMP: Standard: Closed Loop Hydrostatic Transmission. AXLES: Standard: Front Axle: Planetary drive/steer axle with an overall 16.15/1 ratio. Differential is limited slip. Axle is rigidly mounted to frame. Rear Axle: Planetary drive/steer axle with an overall 16.15/1 ratio. Differential is limited slip. Axle oscillates 1 1/2 degrees in either direction. Standard: Full-hydraulic steering unit controls a steering cylinder attached to each axle. Limited steering if engine dies. BRAKES: Standard: Primary braking from hydrostatic transmission. Foot-actuated wet-disc brakes in each axle for additional braking in some conditions. Lever actuated parking brake to hold crane when not being driven. TIRES: Standard: 28x9-15 pneumatic tires, 12 PR. Pressurized to 120 PSI for crane rated loads. CHASSIS: Standard: Carry Deck: 29 square foot area. A maximum of 6,000 pounds may be carried on the deck when centered over or to the rear of the front axle. Nine stake pockets are provided in deck and nine, 1-inch dia. pipe stakes. The square footing and load capacity of the carry deck is essential in the loads we will have to move through the powerhouse such as but not limited to deck slabs, pump motors, valves and equipment. Outriggers: Four hydraulic outriggers with box beam construction. Independent controls for each. Hydraulic cylinders are equipped with direct connected holding valves. Pad dimensions are 6 inches by 8 inches. Outriggers are required for spreading the weight of the crane and work load to stay under our maximum floor load capacity. Lifting Rings: Includes four lift rings, one at each corner of the chassis for attaching lifting sling cables. Lifting rings are required on this electric carry deck crane because we need to be able to lift it with a powerhouse bridge crane to lower from the 5th floor to the 4th floor of powerhouse. Front Pulling Eye: Heavy eye in front bumper provides for attachment of hook block so main winch line can be used for pulling loads at or near floor level. This heavy eye is required to secure load hook from swinging during transportation through the powerhouse. Headlight and Taillight Grilles: (HTG-2) Consists of welded steel protective grilles for headlights and taillights. Easily removable or swung out of way for replacing bulbs. (Net Weight: 20 pounds) Crane lights are required for working in less than optimal lighting areas throughout the powerhouse. OPERATORS COMPARTMENT: Standard: Operator control station provides one-position access to all chassis and crane functions. Includes adjustable operator's seat and retracting seat belt. An optimal operator compartment is required for safety of the operator and to provide immediate access to all instrumentation required by the operators. Operator Guard: (OG-15) Tubular steel weldment with heavy expanded steel mesh top bolts over operators compartment. (Net Weight: 55 pounds) ELECTRICAL SYSTEM: Standard: 72 volts 435 Amp Hour Batteries Electrical Group: 12 Volt DC. Controls Lighting Group: Consists of two headlights and taillights and 12 volt horn activated by button on instrument panel. Instrument Group: Located at operators station and includes battery condition indicator, Hydraulic system pressure and hour meter. Outrigger Alarm System: 112 decibel alarm with alternating two-tone sound is actuated by a switch when the outrigger down quote mark controls are operated. This safety feature is required for safe operation both visually and audibly. Back-up Alarm: Provides pulsating 97 decibel sound from solid-state alarm when ignition is on and transmission is in reverse. This is also a required safety feature needed on the electric crane. Strobe Lights: (SL-7) Two yellow strobe lights mounted on turret for high visibility. Flash 60-120 times per minute. Draw 1/2 amps each. Includes operator-controlled switch. Also a required safety feature for visibility and audible employee safety. Boom Work Lights: (WL-7) Two work lights, one on side of boom to light boom tip, and one on side of turret to light ground under boom tip. Includes switch at operators station. (Net Weight: 10 pounds) This option is required to increase operator and rigger visibility, not all work sites in the powerhouse are laminated bright enough for optimal vision. This feature is also needed for lifting and lowering equipment in and out of dark galleries and chases. HYDRAULIC SYSTEM: Standard: Hydraulic function pump driven by an electric motor. System protected by relief valves and two 10-micron filters. Hydraulic reservoir with 14 gallons capacity. The required relief valves and 10 micron filters are required to protect the hydraulic system and prolong the hydraulic oil life. BOOM ASSEMBLY: Standard: Three section, high strength steel construction, equipped with bearing pads for efficient support and extension. Double-acting hydraulic cylinders extend boom sections. The primary extension cylinder and the double-acting boom elevation cylinder are equipped with direct connected holding valves. Boom angle indicator provided on side of boom. BOOM HOIST: Standard: Turret mounted, planetary gear hoist is hydraulically powered to provide bare-drum line pull of 5,000 pounds. Hoist includes 160 feet of 3/8 inch wire rope, downhaul weight, swivel hook and sheave block for 2-part line. (Required for lifts over 4,500 pounds.) Sheave block weight is 60 pounds. Downhaul weight is 36 pounds. The hoist capacity and length and size of wire rope is required for the capacity of loads we will handle with this crane and the depth of some points in the powerhouse we are required to reach. BOOM SWING: Standard: Heavy-duty ball bearing rotation gear with external teeth supports boom. Rotation is powered by hydraulic motor and worm gear drive. 360 degree continuous rotation. This crane must have 360 degrees of boom rotation. BOOM ATTACHMENTS: Standard: Anti-Two-Block Device: Has electric solenoid dump valve which prevents damage to hoist rope and machine components from accidentally pulling load hook against boom tip. This valve will dump hoist Raise, Telescope Extend, Boom lower, Swing left and swing right circuits. No other circuits are affected. These circuits are returned to normal operations by operating the quote mark hoist lower quote mark or quote mark telescope retract quote mark control. This system uses a trip arm to activate switch. This is a required safety feature both required by the corps and ANSI crane standards. Rated Capacity Limiter: Warns operator of impending overload with audible and visual signals. Has read-outs for load, boom angle, boom length and load radius. Prevents overload by dumping boom functions that cause overload: Hoist raise, Telescope extend, Boom lower, swing left and Swing right. These circuits are returned to normal by lowering load to a safe resting place with hoist or by retracting or raising boom to a shorter load radius. There is an override switch under the dashboard. This is also a required safety feature. Operator and shop manuals: Both operator and shop manuals will be provided with the procurement of an electric crane. Manuals must be provided for safe operation, maintenance schedules, and parts ordering. This Sources Sought is to identify possible small businesses; large businesses are also encouraged to submit a response. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. The appropriate NAICS Code 333120; size standard is 750 employees. THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential sources prior to determining the acquisition strategy. The Government is not obligated to and will not pay for any information received from potential sources as a result of this announcement. Vendor shall provide the following: It is requested that interested sources submit to the Contracting Office a brief capabilities statement package demonstrating ability to provide requested supplies as identified in this sources sought. This capabilities statement package shall include but not limited to: (1) a brief capability and specifications description of intended supply item (2) Company profile: Provide number of employees, office location(s), DUNS number, CAGE Code, and statement regarding small business designation and status. This is not a solicitation.
