Description
The Naval Air Warfare Center Weapons Division (NAWCWD) intends to procure prototype printed circuit boards (PCBs) for various development and test programs. Multiple awarded contracts will be firm-fixed price, indefinite-delivery, indefinite quantity (IDIQ) type contracts that encompass multiple verbal fixed-price orders over a 5-year period of performance. Payment will be made via Government Purchase Card. The Government intends to award up to four contracts for this type of support although the Government reserves the right to issue a single contract depending on solicitation response and the technical capability of the offerors. Contract awardees will be allowed a fair opportunity to compete for orders valued at greater than $3,000 under this requirement. This procurement will be awarded as a commercial item in accordance with FAR 12 and PART 15. The contract(s) will be awarded on a competitive basis as a 100% small business set aside (NAICS Code 334412, Number of Employees: 500). Requirements: Using Government-provided Gerber files, drill files, drawings, applicable parts lists and assembly instructions, the contractor shall provide one or more of the following services: manufacture PCBs, manufacture antenna boards, and/or manufacture of Solder Paste Stencils for the NAWCWD. The minimum quantity order will be one PCB/PCB assembly/stencil; there shall be no maximum order quantity limit. PCB Manufacturing: The contractor shall maintain a capability to produce multi-layer as well as single- and double-sided PCBs in accordance with IPC-6012 Class 2 and Class 3/A and/or IPC-6013 Class 2 and Class 3, as appropriate. Antenna boards: The contractor shall be able to provide antenna boards in accordance with IPC-6012 Class 3, using copper clad microwave laminate such as Duroid materials. The contractor shall support engineering, technical, production, and manufacturing for prototype PCBs and Antenna boards. Solder Paste Stencils: The contractor shall maintain a capability to fabricate framed and frameless full-sized, prototype and mini or rework solder paste stencils. Delivery: The contractor shall be able to provide a PCB turnaround time of as little as 24 hours with next day delivery of the PCB. Quality Program: The contractor shall have quality control processes in-place to maintain product quality. Although not required for every board, the contractor shall maintain a quality program that complies with IPC-A-600, IPC-6012, IPC-6013. One hundred percent (100%) of all Class 3 boards shall be inspected by an IPC-A-600 Certified Quality Assurance Inspector. The contractor shall be able to provide Class 3 products when required. Class 2 certification requirements: United States/Canada Joint Certification Program (JCP) REQUIRED. International Traffic in Arms Regulations (ITAR) Certification REQUIRED. ISO9000 compliance REQUIRED. Class 3 certification requirements: United States/Canada Joint Certification Program (JCP) REQUIRED. International Traffic in Arms Regulations (ITAR) Certification REQUIRED. AS9100 Compliance REQUIRED. AS9100 Certification ENCOURAGED. The anticipated award date is 17 August 2015.
