- SOURCES SOUGHT for Parcel 3 Closure and Corrective Action Project, FORT WINGATE DEPOT ACTIVITY, NEW MEXICO This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary acquisition planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow up information requests. Respondents will not be notified of the sources sought evaluation results. The U.S. Army Corps of Engineers (USACE) - Regional Planning and Environmental Center (RPEC) has been tasked to solicit and award a Performance Based Remediation (PBR) contract for the closure and corrective action in accordance with the Resource Conservation and Recovery Act (RCRA) of Parcel 3 at the Fort Wingate Depot Activity (FWDA). FWDA is a RCRA permitted facility heavily contaminated with a wide array of munitions and explosives of concern (MEC); to include improved conventional munitions and sub-munitions. Work will involve investigation, clearance and on site remediation and management of very significant amounts of MEC contaminated soils in a relatively short period of time to meet RCRA permit and Department of Army requirements. The proposed project will be a competitive, firm fixed-price C-type service contract procured in accordance with FAR Part 15, Negotiated Procurement using quote mark Best-Value quote mark trade-off process. The type of set-aside decision(s) to be issued will depend upon the evaluation of responses to this synopsis. The purpose of this Sources Sought is to gain knowledge of the interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUBZone), and Service-Disabled Veteran-Owned Small Business. The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small Business, Section 8(a), Historically Underutilized Business Zones (HUBZone), and Service Disabled Veteran Owned Small Business (SDVOSB) businesses are highly encouraged to participate. NAICS Code 562910 is not open to set-aside to Women-Owned Small Business or Economically Disadvantaged Women-Owned Small Business; however these business groups are also highly encouraged to submit their interest as a Small Business. The Government is seeking qualified, experienced sources capable of performing investigation, clearance, and on-site remediation and management of very significant amounts of a wide array of munitions and explosives of concerns (MEC) including improved conventional munitions and sub-munitions. Work will involve investigation, clearance, and on-site remediation and management of very significant amounts of MEC contaminated soils in a relatively short period of time to meet RCRA permit and Department of Army requirements. The anticipated contract period of performance is up to eight years with a total estimated value of approximately $90M-$110M. The North American Industrial Classification System (NAICS) Code for this procurement is 562910 (Environmental Remediation Services), with a small business size standard of 500 employees. The Standard Industrial Code is 1799 (Specialty Trade Contractors, Nec). The Product Service Code is F108 (Hazardous Substance Removal, Cleanup, and Disposal Services and Operational Support). Small Business firms are reminded under FAR 52.219-14, Limitations on Subcontracting, that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Prior Government contract work is not required for submitting a response to this sources sought synopsis. Anticipated solicitation issue date is on or about 25 August 2015, and the estimated proposal due date will be on or about 03 November 2015. The official synopsis citing the solicitation number will be issued on Federal Business Opportunities www.fbo.gov, inviting firms to register electronically to receive a copy of the solicitation when it is issued. Contractors responding to this Sources Sought must complete the on-line survey questionnaire provided at the URL below. A pdf copy of the survey questionnaire is attached to this announcement to assist respondents with completing the on-line survey questionnaire. It is strongly recommended that respondents review the pdf copy of the survey questionnaire prior to beginning it; as the questions must be answered sequentially and the survey tool does not lend itself to making changes once it's begun.
