Description
THIS IS A SOURCES SOUGHT NOTICE FOR A FIRM FIXED PRICE SERVICES CONTRACT TO PROVIDE SUPPLEMENTAL GROUNDS SERVICES LOCATED AT NAVAL AIR STATION FORT WORTH JOINT RESERVE BASE (JRB). This notice is issued to determine interest and capability of potential sources for a potential procurement, and is for preliminary planning/market research purposes only. The result of this market research will contribute to determining the method of procurement. The North American Industrial Classification System (NAICS) code for this potential procurement is 561730, Landscaping Services, with a corresponding small business size standard of $7.5 million. Estimated contract value: Between $1,000,000 and $2,500,000. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Naval Facilities Engineering Command Southeast, Public Works Department, NAS Joint Reserve Base (JRB), Fort Worth, TX, is seeking a response from interested firms that qualify as a U.S. Small Business Administration (SBA) Certified 8(a), SBA Certified HUBZone, Service Disabled Veteran Owned Small Business (SDVOSB), or Economically Disadvantaged Woman Owned Small Business (EDWOSB) with self-performance experience in the types of work likely to be ordered on any potential procurement. For more information on the definition or requirements for these, refer to http://www.sba.gov/. All firms are reminded that they must be registered in the System for Award Management (SAM) database to be eligible to receive any potential contract award. It is anticipated that the contract performance period will include a Base Year and four (4) One-Year Option periods. SCOPE OF WORK: The Contractor will maintain improved prestige grounds at Main Gate and semi-improved grounds at North End of Runway, East Gate, and Weapons at Lake side, Westworth Golf Course Easement, Housing Parcel, and Storm Drainage at East Gate and Fuel Farm to ensure a sightly appearance. Work includes routine, seasonal and cyclic services. The Contractor shall recycle all organic debris including grass clippings, brush, tree limbs, hedge clippings, etc. Organic debris shall be delivered to an approved recycling facility. All weight tickets for recycled debris shall be submitted with the invoice. The Contractor shall submit MSDS sheets and catalog cut sheets or samples of all proposed fertilizers and mulch. The Contractor shall maintain improved grounds including prestige areas to ensure a sightly appearance. This work includes lawn care, mowing and trimming, edging, lawn maintenance, vegetation control, irrigation systems operation, debris removal, plant maintenance, plant bed maintenance, tree maintenance, and maintenance of xeriscape areas. Remove all clippings and trimmings, excluding grass clippings, in a timely manner to promote a neat and healthy appearance. Grass clippings not removed shall promote a neat and healthy appearance. Fertilize vegetation in a manner that promotes health, growth, color and appearance. Fertilizer shall be applied in accordance with the manufacturer ™s printed instructions. Fertilizer type shall be determined by the soil analysis tests performed by the Contractor. Provide a copy of the soil analysis test results and the proposed type of fertilizer to be used for acceptance prior to applying fertilizer. The Contractor shall maintain semi-improved grounds to ensure grounds present a sightly appearance and do not interfere with operational requirements. This work includes grounds care, tree control, and vegetation control. Vegetation height in ammunition storage areas must comply with NAVSEA OP 5 requirements. Vegetation height around airfields must comply with Bird Aircraft Strike Hazard (BASH) requirements. For semi-improved area at North end of Runway and Weapons at Lakeside, the contractor shall not use heavy equipment (bull dozers ¦) to abate vegetation. The contractor will leave root systems on trees cut to prevent soil erosion into lake. All vegetation at Weapons Lake Side will be maintained from fence line to lake edge. All trees will be removed IAW Security requirements as well as bushes and other vertical growth. Grassy areas will be maintained IAW NAVSEA OP 5. The Contractor shall remove obstructions and control vegetation in storm drainage systems to ensure unrestricted flow of storm water runoff. Drainage systems include curb gutters, curb inlets, brow ditches, drainage channels, swales, catch basins, yard drains, and other devices used to direct the flow of runoff. The Contractor shall clean and remove debris from drainage systems that would inhibit drainage. Aboveground storm drainage systems shall be maintained clear of obstructions, debris, weeds, and anything else which may restrict runoff flow. Drain covers and grates of underground systems shall be maintained clear of obstructions, however, covers and grates shall not be removed for cleaning drainage systems. The KO shall be notified within 24 hours, in writing, of obstructions in subsurface drain lines beyond Contractor responsibility. Missing or damaged yard drain covers and grates shall be reported immediately to the KO. Additional work within the scope of work may be ordered. The Contractor will be required to submit accurate and complete documents within the required timeframes. This synopsis is a market research tool being utilized for information to be used for preliminary planning purposes. The information received will be used within FEAD Fort Worth, to facilitate the decision making process and will not be disclosed outside of the organization.
