- Combined Synopsis/Solicitation Introduction: This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HHS-NIH-NIDA(SSSA)-2015-CSS-134 and the solicitation is issued as an request for quotation (RFQ). North American Industry Classification System (NAICS) Code: The intended procurement classified under NAICS code 721110 with a Size Standard of 500 Employees. Acquisition Authority: This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Test Program for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is expected to exceed the simplified acquisition threshold. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05-80, dated March 2, 2015. Description of Requirement: Background: The Butler-Williams Scholars Program (formerly Summer Institute on Aging Research) is an important training investment in the NIH/NIA outreach, enhancing the pipeline of future aging researchers. The Program is deemed appropriate on an annual basis due to the large number of young researchers who could benefit from the training. The Program was held on the NIH Bethesda campus last year with a total of 49 attendees. The participant numbers have varied over the past 5 years with the average being 38. The Program is in its 29th year and many of the B-W Scholars Program/Summer Institute past participants continue to enhance their research as a direct result of attending the NIH funded program. Purpose: The National Institute on Aging (NIA) will be holding the Butler-Williams Scholars Program (B-W Scholars Program) on NIH Campus in Bethesda, Maryland July 27-31, 2015. The purpose of the annual B-W Scholars Program is to provide a weeklong training outreach to future aging and health disparities researchers. Project Requirements: The specific requirements are as follows: Anticipated Period of Performance: July 26-31, 2015 Contractor Requirements (Scope of Work) Specifically, the contractor shall provide hotel room accommodations for up to 35 participants and faculty at a rate not to exceed the Government per diem rate for 5 nights, arriving and check-in on July 26, 2014 and departure and check-out on July 31, 2015. The hotel must meet the following specifications: •Within 1.5 miles or less from the NIH Bethesda Maryland Rockville Pike Campus •Within walking distance or by complementary shuttle service to a Washington Metropolitan Area Transit Authority Subway Station stopping at the Medical Center Station on the NIH campus •Convenient to Bethesda restaurants •Kitchenette accessibility •Complimentary breakfast •Complimentary Wi-Fi •Complimentary shuttle service to and from any of the three Washington Metropolitan Area Airports •Complimentary shuttle service to the NIH Bethesda Maryland Rockville Pike Campus Instructions to Offerors: The exact number of attendees will not be finalized until June. It is anticipated that 32 attendees are staying consecutively over 5 nights and 8-10 attendees staying intermittently over the 5 nights. The offeror is requested to include pricing in its quote for room accommodations for 35 attendees for 5 nights. Not less than 30 days before check-in the government will provide to the contractor the final number of hotel rooms required. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." All responses must be received by May 4, 2015 at 12:00pm EST and must reference number HHS-NIH-NIDA(SSSA)-2015-CSS-134.
