Description
Request for Information Recycling for Reuse of Flash Cartridges and Mailing Containers This Request for Information, issued pursuant to FAR Subpart 15.2, seeks pricing information for the recycling for reuse of flash cartridges and mailing containers. The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. This solicitation is issued for the purpose of determining the market cost of recycling for reuse of flash cartridges and mailing containers containing "talking books" for print-disabled Americans. This is not an invitation for bid or request for proposal or other solicitation and in no way obligates the Library of Congress to award a contract. The Library of Congress circulates audiobooks on USB flash cartridges to eligible print-disabled patrons throughout the United States through a network of regional libraries. The cartridges are housed in low density polyethylene containers that snap shut for mailing. When patron demand at regional libraries subsides for particular books, the cartridges and containers are refurbished for use in providing new books. Cartridges and containers arrive from a network of affiliated libraries across the United States and are in varying condition, ranging from nearly unused to dirty and damaged. Containers may bear a variety of mailing labels and/or stickers that require removal. Typically, only the main polystyrene label on each cartridge and three polystyrene container labels are present. The work required is high volume, low complexity work. The number of anticipated recycled cartridges in a calendar year ranges from 500,000 to 1,500,000 cartridges. The refurbishing services required consist of processing and cleaning used flash cartridges and the accompanying plastic containers to include: •Receiving containers with enclosed cartridges from regional libraries via the U.S. Postal Service. •Removal of a large polystyrene label and residual adhesive from the cartridge, and removal of label applied by regional libraries (if any). •Erasing and reformatting the flash cartridge using software and fixtures provided by the Government. •Removal of polystyrene labels from the container (large face label, long edge label and short edge label), and removal of label applied by regional libraries (if any). •Sorting of cartridges by memory size (based on external letter indicator (also include in machine readable barcode). •Packaging newly recycled cartridges and containers into groups called "Lots" for reshipment to libraries throughout the U.S. •Disposal of damaged containers that cannot be reconditioned to the specification. •Following quality assurance sampling and acceptance by the Library of Congress, shipping refurbished containers and cartridges to designated sites within the United States. Submission of Price Information: The Library invites all interested parties to submit a written pricing estimate in response to this Request for Information. Offerors should submit the following via FBO by 12:00 noon on May 13, 2015: Business Response - 12 page limit. Offerors should submit "Cost Proposed" and "Time Required" to complete each stage of the recycling and reuse of the cartridges and containers. Do not include shipment costs in this estimate. The Library anticipates that the predominant cost to be considered is labor. This cost should be expressed as "cents per container or cartridge" and the quantity of labor as "cartridges per hour" (or "containers per hour" where appropriate).
