Description
Sources Sought: W911S0-15-S-LCMS SOURCES SOUGHT NOTICE. Mission and Installation Contracting Command - Fort Eustis, VA is conducting this Sources Sought Notice in support of a market research survey to determine any interest and capability of potential sources to aid in determining the acquisition strategy for the requirement. MICC- Ft. Eustis is attempting to determine both small and large business sources capable of fulfilling this software product and license subscription for the Learning Content Management System (LCMS) which is use to focus on the development, management, publishing and delivery of content to support 325,000 students per year. The designated NAICS Code is 541511 with a size standard of $27.5 million, Custom Computer Programming Service. The Government requests that interested vendors submit one copy of their relevant capability. Your response shall also include the following information: size of company and status (i.e. 8(a), SDB, SDVOSB, Hubzone, WOSB, large, etc.), average revenue for the last three years, your company's capability to provide the needed services and relevant past performance on same/similar work within three years. LCMS is a multi-user environment where developers may create, store, reuse, manage, and deliver digital learning content from its central content object repository. It also allow users to create, import, manage, search for, arrange and reuse small units or quote mark chunks quote mark of digital learning content and assets, commonly referred to as learning objects. These assets may include media files developed in other authoring tools, assessment items, simulations, text, graphics, videos, Shareable Content Object Reference Model (SCORM) conformant content, or any other object that makes up the content within the course being created. The LCMS shall be able to deliver and manage instructor-led synchronous and asynchronous online training, distributed learning content, and self-paced instruction. The LCMS must provide collaboration tools such as virtual classrooms, blog, wiki, and audio/video chat capability, and also capable of delivering reliable access to courses and content over secure socket layer (SSL). Documentation of technical expertise and capability must be presented in sufficient detail for the government to determine that your company possesses the necessary capabilities in the functional areas contained in the attached Draft Statement of Requirement (SOR) and Salient Characteristics. This notice (W911S0-15-S-LCMS) is for informational and planning purposes only and does not constitute a solicitation, synopsis of a solicitation, or any commitment on the part of the Government to later publish a solicitation. Please provide your response on a maximum of 10 pages on or before 30 April 2015 to Mission and Installation Contracting Command. Concerns responding to the sources sought shall articulate their capabilities clearly and adequately. The information should be sent to MICC - Fort Eustis via email to Margie.j.jackson.civ@mail.mil. Any questions shall be directed to Margie J. Jackson, Contract Specialist, or Patricia Paige, Contracting Officer. IF A SOLICITATION IS ISSUED IT WILL BE ANNOUNCED AT A LATER DATE-all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Submitted information will not be returned. All data received in response to this announcement marked, or designated, as corporate or proprietary information will be protected from release outside the Government in accordance with the Freedom of Information Act and Privacy Act provisions. The Government will not reimburse the costs of preparing or submitting a response to this Source Sought Notice. Any information submitted in response is strictly voluntary. This is a Sources Sought Notice only. This Sources Sought Synopsis is issued for maximizing competition.
