- The Bureau of Reclamation (Reclamation), Acquisition Operations Group, Denver, Colorado, intends to award on a sole-source basis to Reality Technology, Incorporated, 2444 Washington Street, Suite 215, Denver, Colorado, utilizing the NAICS code 54142 and the Product Service Code D307. This requirement is to update the current Information Monitoring and Tracking System (IMATS) developed specifically for the Financial Assistance Management Branch located on the Denver Federal Center. Reclamation implemented the IMATS database application designed by Reality Technology Inc. to track post-award reporting compliance for financial assistance agreements in order to address repeat significant deficiencies and noncompliance findings for grants monitoring. IMATS collects data on active financial assistance and P.L. 93-638 agreements captured within the official agreement files. The information collected from IMATS is used to monitor financial assistance and P.L. 93-638 agreements in the post-award stage. IMATS tracks recipient compliance with submission of Federal Financial Reports (SF-425) and Performance Reports required for each financial assistance agreement in accordance with the Uniform Administrative Requirements (2 CFR 200). In addition, IMATS tracks planned and completed site-visits performed by the Grants Officer Technical Representative (GOTR) as part of their monitoring activities. The IMATS system requires upgraded functionality in order to support usage by multiple business units, including other Bureaus within the Department of the Interior. In order to support these multiple business units, the IMATS system must support configurable business rules, multiple data sources, and additional configuration options per business unit. This will also allow agencies within the Department the ability to migrate their financial reporting information into a database that will meet their compliance reporting in accordance with the Uniform Administrative Requirements (2 CFR 200). Reality Technology, Inc. created the current IMATS software and database; as such they have the knowledge of the code, environment, and design methodologies. Familiarizing another vendor with the software, hardware, and design needs would lead to increased costs that are not expected to be recouped through competition. Reality Technology, Inc. is minority owned, small disadvantaged business located in Denver, Colorado. Competition is restricted to only one source per FAR 13.103-1(b)(1)(i). This procurement shall be awarded under the authority of 41 U.S.C. 1901 the test program for commercial items utilizing FAR Part 12 Commercial Item procedures with an intended period of performance of a base with four-one year options.
