- This request is for planning purposes only and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, a Request for Quotes, or an indication the government will contract for the items contained in this RFI. The government will not reimburse respondents for any cost(s) associated with submission of the information being requested. The purpose of this RFI is to receive feedback from industry in regard to the following effort in support of market research. The Program Executive Officer, Land Systems Marine Corps (PEO LS) is seeking to identify vendors interested in providing program management support for the Program Manager, Light Tactical Vehicles (PM LTV). PM LTV is responsible for research, development, acquisition, and total lifecycle management of all new Marine Corps light tactical vehicle acquisition programs as well as the life cycle management of light tactical wheeled vehicle legacy systems and ancillary equipment, with a focus on establishing and maintaining effectual, comprehensive program management, financial management, logistics support, systems engineering support, cost estimation practices and requirements determination within specific cost, schedule and performance parameters. PM LTV's portfolio of programs includes:. Joint Light Tactical Vehicle (JLTV) Program. High Mobility Multipurpose Wheeled Vehicle (HMMWV) Legacy Fleet Sustainment. Internally Transportable Vehicle (ITV) Sustainment. ITV Improvement Initiative (I-Cubed) Program. Marine Corps Transparent Armored Gunner's Shield (MCTAGS) Sustainment. All-Terrain Vehicle (ATV) Program. Light Tactical Trailers (LTT) Sustainment The PM LTV Program Management Office (PMO) is organized into two areas of effort the first being the new procurement of the JLTV and the second focusing on the procurement of new vehicles and life cycle management and sustainment of legacy fleet light tactical vehicles and equipment. The overall PMO organizational structure is staffed by the following functional competencies: program management (acquisition, cost analysis and business management), financial management, contracting, systems engineering and logistics. Given the complex nature of PM LTV's mission, foremost being the Acquisition Category ID JLTV program, the PMO requires a contractor who possess the technical expertise to assist in a wide range of activities to include platform survivability, system life cycle and automotive engineering analysis for various programmatic and test activities; requirements development utilizing the knowledge point based technical approach; and the ability to provide, administer and maintain a reliability modelling tool capable of simulating a given system's operational characteristics in order to provide reliability estimates and assessments of the effects of design changes on a given system. From a life cycle management perspective, the PMO requires a contractor who possess the capability to provide, administer and maintain a database designed to equip the PMO with the capability to capture and integrate data from enterprise Marine Corps databases (Total Force Management Structure (TFMS), Global Combat Support System-Marine Corps GCSS-MC, Total Life Cycle Management (TLCM)) into a dashboard like system capable of monitoring, tracking and scheduling planned logistics modernization and sustainment efforts throughout a given system's life cycle in accordance with the Integrated Defense Acquisition, Technology, and Logistics Life Cycle Management System. Place of performance will be at the contractor's facility. PM LTV is located at Hospital Point, Marine Corps Base Quantico, Quantico, Virginia. The requirements of this effort will be fulfilled in contractor offices local to Quantico. The period of performance is anticipated to be one (1) base year with four (4) option years. The contractor will need to provide an adaptable, flexible team structure best suited to accomplishing both planned and emergent tasks, with an emphasis on a team structure maximizing productivity, efficiency and accountability. Specific Support Requirements: Program Management support requires close interaction with all assigned functional and competency area personnel within the program office. Logistics support requires close interactions with all assigned functional and competency area personnel within the program office as well as across all stakeholder IPTs. Systems Engineering will likewise require close interactions with the other competency disciplines as well as stakeholder IPTs. Support will consist of: a) Review of existing program acquisition documents b) Update of existing program acquisition documents c) Development of original program acquisition documents d) Support for life cycle cost estimates and analysis Requirements Analysis and Development: The contactor will also need to be able to employ systems engineering fundamentals in order to analyze and aid in the development of requirements for emerging light tactical wheeled vehicle or ancillary technologies within the PEO LS portfolio. Utilizing a knowledge point based technical approach; the contractor will need to coordinate with combat and material development activities to support Joint Capabilities Integration and Development System (JCIDS) requirements as codified by the Requirements Management and Analysis Plan (RMAP) to be developed for each individual program. Functional analysis combined with engineering expertise in the areas of systems engineering, survivability and reliability will be required in order to aid in the development of emerging capabilities as well as the employing collected knowledge from testing, and trade off analysis to finalize existing or evolving requirements. Cost Analysis Support: The contractor will need to be able to provide analysis, recommendations and cost related technical comments on Life Cycle Cost Estimates (LCCE) including a Life Cycle Cost Model (LCCM) associated with the PM LTV portfolio of programs. This analysis shall ensure consistency of data across all of the program and stakeholder IPTs. Financial Management Support: The contractor will be called upon to provide financial program analyst support to the PM LTV PMO. This will consist of analysis and preparation of budget execution and funding documents under the direction of the PMO financial team. Vendors who believe that they possess the expertise, proven capability and experience to fulfill the preceding requirements are invited to submit technical and management capabilities addressing the requirements in writing. Respondents are requested to include company information such as: Company name, address, email, telephone number, point(s) of contact, Commercial and Government Entity (CAGE) Code, size of business pursuant to North American Industrial Classification System (NAICS) code 541611 (Administrative Management and General Management Consulting Services). Respondents are requested to also address the following questions: (1) Is your business a large or small business, (2) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business, (3) If disadvantaged, specify under which disadvantaged group and whether your firm is certified under Section 8(a) of the Small Business Act, (4) Is your firm a certified HUBZone firm, (5) Is your firm a woman-owned or operated business, (6) Is your firm a certified Service-Disabled Veteran-Owned Business, (7) Are you a Navy Seaport-e Contractor? If so, please identify your Seaport-e contract number and region, (8) How many days are required to develop a responsive proposal after RFP release, (9) What your company's core competencies are. To the maximum extent possible, please submit non-proprietary information. All information received in this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned nor will receipt be confirmed. In accordance with FAR 15.201(e), responses to this RFI are not offers and will not be accepted by the government to form a binding contract.
