- J&A - Missile Intercept Modeling This notice is to provide the Defense Threat Reduction Agency's (DTRA) intent to negotiate and award a sole source contract to Exelis Inc. This is a follow-on research contract to further develop missile intercept models that will be passed on to the Joint Effects Model (JEM) program of record and the JEM S&T Prototype/Hazard Prediction and Assessment Capability (JSTP/HPAC) for integration. The proposed follow-on will enhance the fidelity of the Missile Intercept module by providing threat target payloads that represent actual missile systems for real world analysis. The proposed follow-on will develop additional generic unclassified threat target payloads. A new capability will be added to assess hazards associated with rocket failure and premature flight termination. The fidelity of Missile Intercept will also be enhanced with algorithms to simulate real-world ballistic missile interceptor systems. The period of performance contemplated for this effort is three years. This requirement will result in a cost-plus-fixed-fee contract. The North American Industry Classification System (NAICS) is 541711 and the Product Service Code (PSC) is AD92. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation package will be issued. However, interested parties have fifteen (15) days from the date of this notice to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities, which shall be considered by the agency. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the submission deadline, or without the required information, will not be considered. In the absence of qualified sources, a contract will be awarded under the Other than Full and Open Competition procedures, pursuant to 10 United States Code (U.S.C.) 2304(c)(1) or 41 U.S.C. 253(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source. All responses must be submitted in writing to the attention of Mr. Brian Nuckols, Contracting Officer via e-mail to brian.d.nuckols.civ@mail.mil and must be received by 10:00 AM EDT, May 14, 2015. Responses must include a business name, point of contact, business address, e-mail address, and telephone number with area code. Telephonic inquiries will not be accepted.
