- The Defense Threat Reduction Agency (DTRA) intends to negotiate and award a Purchase Order on a sole-source basis to Defense Group, Inc. (DGI) 2650 Park Tower Drive, Vienna, VA 22180, for an effort entitled "DTRA Nuclear Survivability Program Guidebook." The statutory authority for this non-competitive action is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source. DTRA requires updates to the DTRA Nuclear Survivability Program Guidebook. The scope of this effort is to update the guidebook to integrate the Program Manager/Program Office feedbacks and to update and validate the information for consistency with the newly signed DoDI 3150.09 titled The Chemical, Biological, Radiological, and Nuclear (CBRN) Survivability Policy w/Change 1 and CJCSI 3170.01J titled Joint Capabilities Integration and Development System (if reissued). The guidebook needs to be informative as it will be used as a training aid for Program Managers. As the author of the Guidebook, and therefore the organization most familiar with its detailed structure and contents, DGI is uniquely qualified to work with the government to determine what comments should be integrated into the document. Any other contractor would be required to expend duplicative efforts to review and comprehend what has been done to date, and then prepare the new document in the same style and format as the remainder of the Guidebook. This would result in additional time and costs. Only one source, (DGI), is capable of efficiently providing the services required at the level of quality required, within the shortest amount of time, because the services must be compatible with the existing document style and format. DGI already has the necessary search tools, repository, and distribution methods (SAFE) established. Additionally, the company has established working relationships with the DTRA personnel as well as the DTRA Stakeholders for this project. This eliminates any need to "spin up" a new contractor to accomplish this final review and update of the Guidebook by allowing for a more compressed schedule and a more efficient use of available funds. This notice of contract action is not a request for competitive proposals; no formal request for quotation will be issued as a result of this announcement. All responsible sources may submit a capability statement which shall be considered by the Government. The Government will not be responsible for any costs incurred by responding to this notice. A determination to proceed with this effort on a sole source basis based upon capability statements received and evaluated in response to this announcement is solely within the discretion of the Government.
