- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure they have the most up to date information about this acquisition. No partial quotes will be considered. No partial awards will be made. The Request for Quote number is PR-0020872 and is being conducted as a 100% small business set-aside. The NAICS Code for this requirement is 811219 - Other Electronic and Precision Equipment Repair and Maintenance; the size standard is $19,000,000.00. The resultant contract will be a firm-fixed price contract. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-81. This requirement will be awarded on an all or none basis as a commercial item, fixed price purchase order under the procedures at FAR Parts 12 and 13. The Federal Bureau of Investigation has 712 radiological detection and monitoring instruments that requires annual calibration. To ensure proper functioning and accuracy these items must be calibrated annual. It is imperative that the equipment be maintained in a high state of readiness and is always in calibration. The resulting contract will contain a repair line outside the maintenance/calibration contract. The Federal Bureau of Investigation requires a 1 year Calibration/Maintenance Contract for annual calibration of the following items: Line 001, Canberra, Radiagem w/2 probes, 20, EA; Line 002, Canberra, ADM300 Kit C w/3 probes, 8, EA; Line 003, Canberra, MCB2 Contamination Meter, 75, EA; Line 004, Ludlum, 9 Ion Chamber, 40, EA; Line 005, Ludlum, 12-4 Neutron Meter, 25, EA; Line 006, Ludlum, 78 Stretch Scope, 15, EA; Line 007, Ludlum, 2241-2 ERK w/2 probes, 30, EA; Line 008, Ludlum, 2241-3 ERK w/3 probes, 12, EA; Line 009, Ludlum, 25 Electronic Dosimeter, 232, EA; Line 010, Ludlum, 26 Contamination Meter, 180, EA; Line 011, Ludlum, 3030 Swipe Counter, 25, EA; Line 012, Thermo, RadEye PRD ER, 20, EA; Line 013, Thermo, RadEye B-20 ER, 30, EA. ***Please note that return shipping must be included in the calibration prices. **** The return shipping address is: FBI ORC Attn: Rick Nimmerrichter 1000 Falls Run Drive Fredericksburg, VA 22406 Technical Specifications: • All reference standards used must be either certified or traceable to The National Institute of Standards and Technology (NIST); • Facility must be licensed by the appropriate federal or state agency to conduct radiation equipment calibration and repair; • All instruments to be returned with a certificate of calibration and with a label clearly affixed to the instrument indicating instrument serial number, calibration date and next calibration due date (one year from date of current calibration); • Turnaround time from receipt at servicing center until return to FBI ORC not to exceed 14 days for routine calibration service; • Turnaround time from receipt at servicing center until return to FBI ORC or for equipment requiring repair will be contingent on availability and receipt of repair parts. Servicing center will advise FBI Program Manager of estimated date of return as soon as it is determined equipment is in need of repair; • No repair parts will be ordered or repairs performed without the approval of the FBI Program Manager. FOB Destination: FBI Operational Response Center, 1000 Falls Run Drive, Fredericksburg, VA 22406. The contractor shall extend to the Government full coverage under a normal commercial warranty. Acceptance of the warranty does not waive the Governments rights with regard to the other terms and conditions of this contract. The warranty period shall begin upon final acceptance of all items provided to the government by the Contractor.
