- CDRL's 14-R-0149 RFP Solicitation The Naval Air Warfare Center Weapons Division (NAWCWD) China Lake, CA intends to award a performance-based Cost Plus Fixed Fee (CPFF) contract with one base year and four one-year options to provide information technology, engineering analysis, air warfare analysis, and its associated documentation to the Integrated Battlspace Arena (IBAR). This contract encompasses emerging technology programs related to both manned and unmanned aerial systems (UAS), weapon platforms, weapon systems, command and control (C2), imagery exploitation, and counter-improvised explosive device (IED) technology. The contract will require expertise in the physical, functional, and interconnectivity requirements for a wide range of distributed M&S functions including mixing live, virtual, and constructive (LVC) RDT&E elements. This will include counter-IED technology; intelligence, surveillance, reconnaissance and targeting (ISR&T) planning; aircraft simulations, data links, command and control functions, and other state of the art warfare simulation capabilities. The requirements are as follows: The Contractor shall provide a mix of LVC modeling, simulation, analysis (MS&A), and report writing resources to research, assess, analyze, design, develop, test, and evaluate new and existing war fighting assets within a realistic mission context. The requirements include: Studies, Analysis and Assessments; Systems / Software Development; Modeling, Simulation and Analysis; Test Engineering; Information Assurance (IA); System/Network Administration; Project Planning, Technical Reviews and Documentation and Configuration/Data Management. All responsible sources may submit a proposal, which shall be considered by the agency. Contractors must be registered in the Joint Certification Program (JCP) and have completed a DD235 in order to receive the Statement of Work.
