- RFQ for Trawls The Department of Commerce, NOAA, Resource Assessment and Conservation Engineering (RACE) division has a requirement to design and manufacture TWO (2) trawls to capture age-0 pollock (25 to 140 millimeters or 1.0 to 5.5 inches length) and other pelagic forage fish species. These nets will be used to conduct oblique tows, surface tows, or depth targeted tows to provide an index of abundance and samples of age-0 pollock and other forage fish species. The first delivery of one (1) trawl is required on July 31, 2015. Testing of the first trawl will be performed in the eastern Bering Sea during September 2015. Modificattion to the trawl design may be required based upon the test performance. If modifications are reequired, both trawls will be modified and delivered by July 2016. An optional third trawl may be exercised based upon funds and constructed based upon modified design. The Alaska Fisheries Science Center (AFSC) conducts regular, comprehensive fish and oceanographic surveys in the southeastern Bering Sea (SEBS). Data from these surveys are utilized in stock assessment and fishery evaluation (SAFE) documents, in Integrated Ecosystem Assessments (IEA), and in ‘end to end' ecosystems models (e.g. FEAST) to understand groundfish recruitment processes and salmon marine survival. These surveys are among the 2014 ‘Critical Research Priorities' for the North Pacific Fishery Management Council. The research supports the AFSC core research foci, including the maintenance of information and capabilities needed to support groundfish stock assessments. The fisheries and oceanographic surveys in the SEBS are designed to improve our collective understanding of fisheries and oceanographic ecosystem indices in the SEBS and to clarify mechanisms linking recent and continued climate-mediated changes in ocean conditions with fish recruitment. These surveys require a midwater trawl to collect age-0 walleye pollock and other forage fish species. The trawl must be deployable from the NOAA ship Oscar Dyson and from contracted commercial trawl vessels. A midwater trawl (the Stauffer trawl a.k.a. modified Cobb trawl or anchovy trawl) is currently used by the AFSC to sample age-0 pollock and other forage fish species. The requirements for the trawl will consist of a meeting to discuss design specifications; design approval and manufacturing; and, design testing. The solicitation is posted and RFQs are due May 14, 2015. The RFQ defines the technical description of the trawl and components. This is a full and open competition and all business sizes can submit quotes. The small business NAICS code for this requirement is 314999 with a 500 employee size standard. The Government intends to acquire this trawl using FAR Part 13, Simplified Acquisition Procedures estimated not to exceed $150,000.00. Any resulting purchase order will be a Firm-Fixed-Price purchase order. Request for Quotation (RFQ) documents with specifications are available for download at http://www.fedbizopps.gov/. Paper copies of this solicitation will not be issued. Interested parties should use the FedBizOpps features which provide a notification when the RFQ becomes available for download as well as all postings of information associated with this RFQ.
