- The U.S. Army Contracting Command - Redstone (ACC-RSA) is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for providing Crashworthy External Fuel Systems (CEFS), Internal Auxiliary Fuel Tanks Systems (IAFTS) and modification kits for the Black Hawk Helicopter UH/HH-60A/L/M aircraft programs. The result of this market research will contribute to determination of an appropriate acquisition strategy for the Government. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336413. This Sources Sought is used for information and planning purposes only and does not constitute a solicitation. It is not an Invitation to Bid or Request for Proposal. No contract will be awarded as a result of this request. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding on the Government. All information received in response to this Sources Sought that is marked quote mark proprietary quote mark will be handled accordingly and will not be returned. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are responsible for all expenses associated with responding to the Sources Sought. The purpose of this Sources Sought is to identify potential sources capable of providing CEFS, IAFTS and modification kits. The CEFS is a crashworthy, self-sealing, single-point pressure refuelable, externally carried, auxiliary fuel tank system. The CEFS fuel tank assembly holds approximately 200 gallons of usable fuel and is mounted on the aircraft wing. CEFS fuel tanks are installed two per aircraft for a total auxiliary fuel quantity of approximately 400 gallons. The IAFTS is a crashworthy, self-sealing, single-point pressure refuelable, internally carried, auxiliary fuel tank system. The IAFTS fuel tank assembly holds approximately 200 gallons of usable fuel and is mounted immediately in front of the aircraft's main fuel cells. Aircraft modification is necessary for installation of either the CEFS or IAFTS fuel tanks. Multiple modification kits are required due to variations between aircraft models. For installation of CEFS, modification of the aircraft wings is also necessary. The Government anticipates awarding a new three-year Firm Fixed Price Indefinite Delivery Indefinite Quantity contract. Any potential sources must provide systems that are fully qualified for use on all models of the Black Hawk aircraft. All systems must be Non-Developmental Items which are capable of meeting the safety requirements for extended range missions, the crashworthy and ballistic tolerance requirements of the main H-60 fuel cells, and the self-deployment requirements necessary to meet the deployment and tactical needs established by the Operational Requirements Document for the Black Hawk Utility Helicopter mission. The Government does not own a technical data package for this effort. Sources Sought Requirements - Description of Information Requested 1. Provide company information including: a. Company name and address. b. Size of company (number of personnel, total revenue, ownership, CAGE Code, Parent Corporation, etc.). c. Point(s) of contact including name, phone number, address, and email and length of time in business. d. Geographic presence. 2. Provide evidence that the offerors CEFS and IAFTS are qualified on the H-60 aircraft. This can either be a complete collection of qualification test and analysis data, or a signed statement of airworthiness from the Army Aviation Engineering Directorate. 3. Provide any other pertinent information that will assist us in this assessment. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information from industry vendors regarding their interest, capabilities, and recommendations in developing proposals for the UHPO, Program Executive Office, Aviation (PEO Aviation). Include whether or not you are a small business; HUB-Zone Small Business; Service-Disabled Veteran Owned, Veteran-Owned Small Businesses; Women-Owned Small Business; or Small Disadvantaged Business in order to assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 15 May 2015. All responses under this Sources Sought Notice must be emailed to the Contracting Officer at lechara.d.fletcher.civ@mail.mil and copy the Contract Specialist at emily.f.mcgee.civ@mail.mil. Electronic transmissions must not exceed 5 megabytes and responses in the form of white papers should be limited to 20 pages in length and may include technical specifications and product sheets as deemed necessary.
