- Draft Solicitation for N00421-14-R-0085 ADVANCE PLANNING NOTICE RELATIVE NAVIGATION SYSTEMS FOR AIR TRAFFIC CONTROL Air Traffic Control (ATC) Systems Division, NAWCAD (AD) 4.11.1 The Air Traffic Control (ATC) Systems Division, NAWCAD, provides engineering support for aircraft and shipboard systems that provide and/or receive data that is used for marshal, approach, final, tanking and departure phases of flight. The ATC is acquiring program management and engineering support for manned and unmanned programs that utilize relative navigation ( RelNav ) systems for air traffic control, approach and landing, and refueling. The principal places of performance for the services identified within this contract are Patuxent River, MD; Webster Field Annex, St. Inigoes, MD; NAVAIR Headquarters, Patuxent River, MD; contractor facilities; various other locations as outlined in the Section C Performance Work Statement (PWS). Telecommuting is not authorized. Individual assignments may require working off-site. This requirement is for the issuance of a Cost-Plus-Fixed-Fee (CPFF) Single Award Task Order Contract for a five-year ordering period. The anticipated period of performance for this requirement is 20 December 2015 through 21 December 2020, with an estimated total level of effort of approximately 620,640 hours. This requirement will be competed amongst all eligible firms (full and open competition) via www.fbo.gov. This requirement will utilize a Product/Service Code (PSC) of AC64, Research & Development: Defense Electronics and Communication Equipment - Engineering Development, and the services being procured are not considered knowledge-based. This requirement is a follow-on to contract N00178-04-D-4016-M803, which was awarded to Booz Allen Hamilton Engineering Services Inc. Draft RFP # N00421-14-R-0085 is attached. Anticipated solicitation release is within 30 days This is NOT a request for Proposal. This notice is for informational purposes only. Questions will not be entertained at this time.
