Description
SOURCES SOUGHT SYNOPSIS For SWF-15-1171 W9126G-15-R-0070 1st Calvary Headquarters, Bldg 28000 Fort Hood, Texas This is a SOURCES SOUGHT announcement only; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The U.S. Army Corps of Engineers - Fort Worth District has been tasked to solicit for and award a project to 1st Calvary Headquarters, Building 28000 at Fort Hood, Texas. Proposed project will be a competitive, firm-fixed price, design-build contract. The government intends to issue a solicitation; however, the results and analysis of the market research will finalize the determination of procurement method. The type of set-aside decision to be issued will depend upon the capabilities of the responses to this synopsis. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB) and large business. The Government must ensure there is adequate competition among the potential pool of responsible contractors. The Government is seeking qualified, experienced sources capable of performing the design and construction for the 1st Calvary Headquarters, Building 28000 at Fort Hood, Texas. Projects shall include the total exterior, interior and site restoration of the 1st Calvary Headquarters, Building 28000 at Fort Hood, Texas. A re-locatable package will need to be included in the project to provide temporary facilities for current operations to be conducted. Proposed location is south of building 28000. Project scope shall include, but not be limited to, the following: 1. Exterior of Building: a. Repair exterior façade of building. b. Replace windows to confirm to ATFP standards. c. Reseal all openings 2. Interior of Building: a. Repair all systems to include: HVAC, plumbing, electrical, communications, fire protection, mass notification. b. Reconfigure floor plan to meet current standards for a Division Headquarters and optimizing available space. c. Replace elevator 3. Site: a. Repair existing site conditions to include east and west parking areas. b. Repair command roadway and parking area. c. Repair force protection gates and bollards d. Remove all unused pavement e. Replace sidewalks f. Ensure site is ADA compliant 4. Re-locatable package: a. Temporary facilities must be able to accommodate 400 personnel south of building 28000. KNOWN CONDITIONS: 1. Building contains asbestos and possible lead base paint. Ensure study is complete and include in construction project 2. Ensure sufficient power is available to support all communication nets, servers, etc. for Building 28000. The Contractor shall provide all supervision, labor, materials, equipment, supplies, and transportation necessary to perform a complete renovation of 1st Calvary Headquarters, Building 28000 at Fort Hood, Texas, as specified within this RFP. All work shall comply with all State, local and Federal laws and regulations, and applicable code requirements. The Contractor shall be the architect/engineer and constructor of record on this project. The United States Army Corps of Engineers (USACE) is committed to excellence in design and construction activity. The design and construction shall be an integrated approach that achieves the highest quality of operations and aesthetics in meeting the requirements of the building's users while, at the same time, is cost effective and establishes economical and efficient synergy among the systems and spaces applicable to the structure as a whole. The Contractor shall be responsible for the professional quality, constructability, technical accuracy, and coordination of all designs, drawings, specifications and other documents or publications upon which construction is based. The design of architectural, structural, mechanical, electrical, civil, and other architectural and engineering features of the work shall be accomplished, reviewed, and approved by professionals licensed to practice in their respective professional field in the United States. The Contractor is responsible and liable for the complete design and shall not assume that the provided design criteria and drawings in this solicitation shall alleviate the Contractor from performing any additional design as required to produce a complete set of construction documents. In accordance with Department of Defense Federal Acquisition Regulation Supplement, DFAR 236.204(ii) Disclosure of the magnitude of construction project, the price ranges for the Project, 1st Calvary Headquarters, Building 28000 at Fort Hood, Texas, is between $25,000,000.00 and $100,000,000.00. Estimated duration of the project is 900 calendar days from award. The North American Industry Classification System code for this procurement is 236220, Commercial and Institutional Building Construction which has a small business size standard of $36.5 Million. The Federal Supply Code (FSC) is Y1FC. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting, they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement. If a large business firm is selected for this announcement they must also comply with the FAR 52.219-9 clause regarding the requirement for an approved subcontracting plan. Should the acquisition be set-aside for the 8(a) program, 8(a) firms are reminded they need to have a bona fide office in the geographical area of consideration where the work is to be performed as determined by SBA. The Small Business Participation requirements will be in Phase I solicitation process. The extent of Small Business Participation shall be evaluated in source selections for unrestricted acquisitions that require use of FAR 52.219-9, Small Business Subcontracting Plan, other than those based on the lowest price technically acceptable source selection process unless the contract, together with all of its subcontracts, will be performed entirely outside of the United States and its outlying areas. See paragraph A.4 of the DoD Source Selection Procedures. Additional guidance may be obtained at FAR 15.304(c)(4), DFARS 215.304 and DFARS PGI 215.304. Prior Government contract work is not required for submitting a response under this sources sought synopsis. However, all construction performance must be in compliance with the USACE Safety and Health Requirements Manual, (EM 385-1-1, and must also comply with all Federal, State and local laws, ordinances, codes and/or regulations. The type of solicitation to be issued will be a 2-phase Design-Build RFP. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Anticipated Phase I solicitation issuance date is on or about 26 May 2015, and the estimated proposal due date will be on or about 09 June 2015. The official Synopsis citing the solicitation number will be issued on Federal Business Opportunities www.fbo.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued. Firm's response to this Synopsis shall be limited to 5 pages and shall include the following information: 1. Solicitation number and project title. 2. Firm's name, address, point of contact, phone number, and e-mail address. 3. Duns and Bradstreet Number, Cage Code and Federal Tax Id. 4. Statement of firm's interest in bidding on the solicitation when it is issued. 5. Firm's capability to perform a contract of this magnitude and complexity, including the firm's capability to execute construction relevant comparable work performed within the past five years. Incorporate a brief description of the project, customer's name, timeline of performance, customer satisfaction and dollar value of the project - provide at least three examples. 6. Firm's Size: Large, small business category and business size, (Small Business, HUB Zone, Service Disabled Veteran Owned Small Business, or 8(a). 7. Firm's Joint Venture information if applicable - existing and potential. 8. Firm's Bonding Capability (bonding level per contract and aggregate bonding level, both expressed in dollars, via letter from the bonding company). Interested Firm's shall respond to this Sources Sought Synopsis no later than 4:30 p.m. CST 12 May 2015 via email only.
