- AMENDED TO CHANGE / ADD: CHANGE CLIN 0001: Increased the quantity of GFE from 7 each model 2360 to 14 each model 2360 and 2 each model 1935 to 4 each model 1935. CHANGE CLIN 0002: Increased the quantity of 2 shower container systems to 4 shower container systems. ADD CLIN 0010 (OPTION): Grey Water Removal. Remove and dispose of approximately 100,000 gallons of grey water from Government Furnished Property (TWPS) every other day or as need for safety and sanitation requirements. Support Services and supplies at Umatilla Army Depot in support of 141 BSB TY 15 Annual Training June 9, 2015 - June 23, 2015. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The North American Industry Classification System (NAICS) code for this acquisition is 561210. This solicitation is 100% set-aside for small businesses. No site visit is scheduled for this project. Notification of successful offeror anticipated within 48 hours after receipt of proposal and award is anticipated within 7 days after proposal due date / time. This is subject to change based on unforeseen delays not in control of the government. The solicitation is 10671951 and is issued as a Request for Proposal (RFP). Request for Proposals are due by 20 May 2015, 0900 (PST). E-mail proposals to jody.k.owens.mil@mail.mil. OFFERORS ARE HIGHLY ENCOURAGED TO READ THE PERFORMANCE WORK STATEMENT PRIOR TO SUBMITTING A PROPOSAL AND PRIOR TO REQUESTING ADDITIONAL INFORMATION. This Request for Proposal will result in a firm fixed price contract. Contract will be awarded to the contractor whom provides a proposal that conforms to the terms and conditions of this combined synopsis / solicitation, provides the lowest price (CLINS 0001-0010) and is determined responsible IAW FAR Subpart 9.104-1. Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). Offerors proposals shall be valid for a minimum of 30 days to be acknowledged in the offerors proposal. Requirements for your proposal: Please submit a proposal on your company letterhead showing a price per contract line item (CLIN 0001 through 0009) with at total price. Include the following information on your proposal: cage code, tax id number, company name, phone number, POC, signature of authorized representative and email. Proposals are binding at the time of submission unlike a quote. GENERAL SCOPE: The contractor shall provide all equipment, material, labor, supervision, supplies and items necessary in support of the Oregon Army National Guard's Annual Training (AT) to be conducted at the Umatilla Army Depot (UAD) near Umatilla, Oregon for the 141st BSB. Services and supplies include: photo copier rental, ice, external sink stations, portable chemical toilets & hand washing stations, light sets. The government provided equipment will require contractor furnished power generation, above ground water source and grey water disposal. The contractor will be required to coordinate with the Government COR for all site access, deliveries, set-up, maintenance and removal necessary to comply with the requirements of the awarded contract. CLIN 0001 - Contractor furnished Power Generation Tents: Power generation (generator or equal) for Western Shelter Gatekeeper System 2360 and 1935 Tents. Tents include 14 model 2360 used for sleeping and 4 model 1935 used for classroom. Tents are 120/240v, 1 phase, 60 Hz. Reference paragraph 3.1.4.A of the PWS for more information. Power generation has to be capable with this Government Furnished Equipment and have a secondary fuel containment system. TENTS ARE PROVIDED BY THE GOVERNMET. Water source shall be able to provide 1 shower per Soldier (200 Soldiers) every 24 hours. Reference paragraph 3.1.4.A of the PWS for more information. Water source has to be compatible with this Government Furnished Equipment and have a secondary fuel containment system. SHOWER STALLS ARE PROVIDED BY THE GOVERNMENT. CLIN 0003 - Contractor furnished power generation source for containerized shower stalls: Power generation (generator or equal) for BOH containerized 5 stall shower unit (4 each). The units feature a 120/240 Volt, 1 Phase, 40 AMP, NEMA 3R Electrical Distribution Box for direct connection to local power. Reference paragraph 3.1.4.A of the PWS for all requirements. Power source has to be compatible with this Government Furnished Equipment and have a secondary fuel containment system. SHOWER STALLS ARE PROVIDED BY THE GOVERNMENT. CLIN 0004 - Contractor furnished grey water containment and disposal: Grey water disposal system for BOH containerized 5 stall shower unit (4 each). Units include a 4-inch PVC grey / black water discharge. Contractor to maintain grey water holding system to ensure clean and sanitary conditions are met; disposal of water at least every other day. Greywater shall not be disposed of on UAD and shall be disposed of IAW with existing local, state, and federal regulations. Reference paragraph 3.1.4.A of the PWS for all requirements. Containment system has to be compatible with this Government Furnished Equipment and have a secondary fuel containment system. SHOWER STALLS ARE PROVIDED BY THE GOVERNMENT. CLIN 0005 - Photo Copier Machines: 2 each high speed copiers with digital capability, stapling, dual siding, sorting, scanning. Copy 30 pages per minute. No color required. Produces copies on 8 x 11 inch paper at a minimum. Must have network capability for printing. Reference paragraph 3.1.4.B of the PWS for all requirements. CLIN 0006 - External portable sink stations (trailers or containers) to include water source & disposal of grey water: Provide a minimum of 12 sinks to be used for shaving and brushing teeth. Hot and cold water and disposable towels shall be available. Each sink shall have a mirror. The immediate approach of the sink stations shall be illuminated during hours of darkness (dusk to dawn). Contractor to clean the units every other day and shall be maintained to a clean, sanitary and serviceable condition. Greywater shall not be disposed of on UAD and shall be disposed of IAW with existing local, state, and federal regulations. Reference Paragraph 3.1.4.C of the PWS for all requirements. Any items using a petroleum based product shall have a secondary fuel containment system. CLIN 0007 - Crushed Ice: Provide 6500 pounds of crushed ice (approx. 929 bags at 7lbs per bag). Contractor to deliver the ice at a minimum once every 3 days. Ice to be distributed to a government provided van (MTRCS). CLIN 0008 - Portable Chemical Toilets & Hand Washing Stations: Provide 25 outdoor style portable chemical toilets (single occupancy) and 16 portable handwashing stations. Equipment shall be of standard commercial manufacture intended for use as portable chemical toilets and handwashing stations. Portable Chemical Toilets shall be completely enclosed, vented, and free of leaks and cracks and holes; shall be new or like new condition. Waterless hand sanitizer shall be provided in each unit Handwashing stations shall enable Soldiers to wash their hands in a sanitary manner and shall be free of leaks and watertight. Contractor shall respond to emplacement within 24 hours. Reference paragraph 3.1.4.E of the Performance Work Statement for all requirements. CLIN 0009 - Towable Light Tower: 12 Each minimum 4 head x 1000 watt metal halide lights or equal. Must be able to run continuously from dusk to dawn and contain electrical receptacles for auxiliary power. Must have a minimum 30 foot extendable mast. Reference paragraph 3.1.4.E of the Performance Work Statement for all requirements. Any items using a petroleum based product shall have a secondary fuel containment system. Placement will be per the direction of the COR or his representative. CLIN 0010 - (OPTION) Grey Water Removal: Remove and dispose of approximately 100,000 gallons of grey water from Government Furnished Property (TWPS) every other day or as need for safety and sanitation requirements. To expedite the determination of responsibility (IAW FAR 9.1) the apparent awardee should have readily available: 1.) A statement that consists of an explanation of commitment or arrangement that will be in existence at the time of contract award, to rent, purchase, or otherwise acquire the needed facilities, equipment, other resources, or personnel. Provide any information related to affiliates that will be used on this project if applicable. 2.) 2. Provide three references. The references should be of those whom have awarded contracts similar in nature in the last 3 years. This information shall include the awarding agency or company, title of project, year of the project, a POC with phone number and e-mail. 3.) Affirm that your business size standard. 4.) 4. Affirm that the Performance Work Statement and Quality Assurance Surveillance Plan was read.
