Description

NOTICE OF PROPOSED CONTRACT ACTION The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 3), James J. Peters VA Medical Center, Bronx New York, intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to BAM Architecture Studios 415 West Broadway, New York, NY 10012. To BAM Architecture Studios to furnish all necessary labor, equipment, tools, materials Construction Period Services. The place of performance is New York Harbor Health Care System, 423 E 23rd Street New York, NY 10010. This action will result in a Firm-Fixed Price contract with a period of performance of six (6) months. This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement no later than May 15, at 10:00 AM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. If after May 15, 2015, at 10:00 AM EST, no viable responses have been received in response to this announcement, Dept of VA shall negotiate solely with BAM Architecture Studios. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. The point of contact for this action is Contract Specialist, Flora Taylor who can be reached at Flora.taylor@va.gov The Government anticipates the award of a firm-fixed- price contract. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition. Scope: Provide Construction Period Services (CPS) for six (6) months in 2015 to support completion of the project. Provide Site Visits during the CPS period. HVAC Balancing Report scope shall be limited to a review of the report prepared and submitted by the contractor hired by your office for construction of the project. Provide Asbestos Abatement Inspection & Monitoring in accordance with Tasks 6-9 of the solicitation. Analysis for the substitution in manufacturers for the dental casework. Site visits were proposed at six (4) hours per visit. All other costs have been adjusted to reflect salaries and expenses (an average of 4% annually) in the cost of doing business since the original proposal was prepared. Customary review of the Contractor's Balancing Report for consistency with the contract drawings and specifications. Abatement monitoring work is required for approximately 100 square feet in the office adjacent to the lab. The list of drawings is the number of as-built drawings that are forecast to be required based on the contract document set. Period of Performance: The period of performance for this effort is date of award for a period of Six (6) months. There are no options.
