- Sources Sought Notice Statement of Objectives (SOO) Sources Sought Number: HHS-NIH-OD-OLAO-SS-OD-43015 Project Title: National Institutes of Health Information Technology Acquisition and Assessment Center (NITAAC) Acquisition Support This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of all qualified business sources; (2) whether they are Large or Small businesses; HUB Zone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code 541219, 541511 or 541519 for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. This notice is for information and planning purposes only and is neither to be not construed as a commitment by the Government nor will the Government pay for information solicited. No evaluation letters and/or results will be issued to the respondents. At this time no solicitation exists; therefore, please do not request a copy of the solicitation. NO PHONE CALLS PLEASE. When the solicitation is released it will be synopsized in FedBizOpps at www.fbo.gov It is the potential offeror's responsibility to monitor this site for the release of any solicitation or synopsis. Background: Office of Acquisition and Logistics Management (OALM) oversees all acquisition activity at the National Institutes of Health (NIH). By procuring both goods and services, OALM supports the NIH's core mission in the field of medical and behavioral research for the nation. The Office of Logistics and Acquisition Operations (OLAO) is a component of OALM and is NIH's premier central services organization for Acquisition and Logistics Services, which includes Property Management, Inventory/Supply Management and Transportation Services. The National Institutes of Health Information Technology Acquisition and Assessment Center (NITAAC) is a component of OALM. NITAAC is an authorized agent to administer Government-Wide Acquisition Contracts (GWAC) used by any federal civilian or Department of Defense (DoD) agency to acquire IT products, services and solutions. the vechicle used to administer the GWAC program is called the Electronic Government Ordering System (e-GOS). NITAAC currently administers the following GWACs for IT related procurements: (1) The Chief Information Officer - Solutions and Partners 3 (CIO-SP3) (2) CIO-SP3 Small Business (3) Electronic Commodities Store (ECS III) (4)Chief Information Officer for Commodities and Services (CIO-CS) OLAO administers several Multiple Award Contracts (MACs) for use by NIH and Federal Government customers. OLAO currently administers the following MAC vehicles: (1) Long Term Administrative Services Contract (LTASC); (2) NIH Communications and Teleconference Services Contract (NIHCATS 11); (3) Public Information and Communication Services Contract (PICS). Purpose and Objectives: The primary goal of this contract is to provide expert IT and website infrastructure services, finance and accounting analysis, business process and organizational assessment support, acquisition oversight and lifecycle support, policy, marketing, and communication development and implementation support, and portfolio, program and project planning and management services acquisition support for the administration the NITAAC GWAC program and other related business systems. The following task areas will be supported under this contract: 1. Information Technology (IT) and Website Infrastructure Services 2. Finance and Accounting Services 3. Acquisition Lifecycle Management Services 4. Portfolio, Program, and Project Management Services 5. Policy, Marketing and Communication Development and Implementation Services 6. Business Process and Organizational Assessment Support Project requirements. Anticipated period of performance: The period of performance is expected to be from September 14, 2015 to September 13, 2020. Other important considerations: Vendors cannot be a contract holder or a subcontractor of any of the contracts administered by OLAO or NITAAC due to issues of conflict of interest and unfair competitive advantage since the contractor will have access to proprietary and procurement sensitive data. Vendors must have/or be eligible to provide key and task order personnel who can receive NIH security clearance. The potential level of security clearance required may be: Non-Sensitive, National or Public Trust. Submission of Capability Statements and Delivery Instructions: In 15 pages or less any interested and business organizations should submit a capability statement of their organization which demonstrates their technical approach and corporate capability to supply the services described above and in the statement of work. Briefly include any other information that may be helpful in developing or finalizing the acquisition requirements. Responses must reference the sources sought number HHS-NIH-OD-OLAO-SS-OD-43015 and include the following: (1) Name and Address of the Company, (2) Size and type of business, pursuant to the applicable NAICS code 541219, 541511 or 541519 (3) Point of contact with name, title, phone, fax and email, (4) DUNS number, (5) Contractors' capability statements should address the services required in the statement of work and the important considerations mentioned above, (6) List of organizations to whom similar types of services have been previously provided.
