THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. No formal solicitation document exists at this time. We are seeking information for market research purposes only. The Government will not pay for any information solicited. The VHA Network Contracting Office 6 (NCO 6) is conducting a market survey to find qualified vendors who can perform boiler safety check service(s) for the Beckley Department of Veterans Affairs Medical Center (VAMC), 200 Veterans Avenue, Beckley WV 25801 without interruption of steam demand to hospital. (a)General: This project will consists of testing, inspecting, checking, and setting combustion on gas, and oil on (3) three Scotch Marine Boilers at VA Medical Center, Beckley WV, in accordance with BEI Safe Steaming Device testing manual (Third Edition 2008), and VHA directive 2008-062. (b)This requires certified Yokogawa burner controls installer/repair technician that is also factory trained on Drum level controls, and Johnson burner systems. Technician must have knowledge of VHA Directive 2008-062 and Boiler Efficiency Institute compliant standards. 1. Check low water cutoff alarm system. 2. Check low water shunt switch. 3. Check auxiliary low water low water cutoff alarm system. 4. Check auxiliary low water shunt switches. 5. Check high and low water alarms. 6. Check high steam pressure cutouts. 7. Check steam safety valves (x2) each boiler. (Lift pressures are 130psi and 135psi per boiler.) 8. Check flame scanner. 9. Check high and low gas pressure switches and adjust if necessary. 10. Check high and low oil switches and adjust if necessary. 11. Check all combustion air switches, and purge switches. Adjust if necessary. 12. Check and tune boiler combustion on all three fire tube boilers. 13. Give report on all discrepancies found during services verbally and in writing. (c)The work will be in an occupied healthcare facility in operation 24 hours a day and care must be provided to keep work areas clean and contained. The contractor will be responsible for storage of materials and disposal of all unused materials. The contractor will ensure that all sub-contractors meet and abide by all government regulations and requirements to include 10 hour OSHA Training. Your response is required by 11:00 AM EST on May 4, 2015.
