Description
The Department of Veteran Affairs, Network Contracting Office 5 (NCO 5) has a requirement to execute a firm-fixed price contract for construction to Upgrade Potable Water Treatment System, Project No. 512A5-11-313 located at the VA Medical Center, Perry Point, Maryland 21902. NCO 5 is conducting market research to determine if sufficient competition exists in the Service-Disabled Veteran Owned Small Business (SDVOSB) socio-economic program. The SDVOSB firms must have the capability and capacity to perform work with a construction magnitude between $10,000,000 to $15,000,000. The NAICS code for this procurement will be 237110 for the Water and Sewer Line and Related Structures Construction. The current small business size standard for 237110 is $36.5M. The intent of this project is to make improvements to the potable water system serving the entire campus in accordance with design drawings and specifications that will be provided when the solicitation is issued. All work shall include but not limited to the following: oConstruct a new Water Treatment Plant adjacent to the existing plant oDemolition of the existing Water Treatment Plant oRenovations to the Raw Water Pumping Station oCleaning of the Secondary Intake oInstrumentation and Control Improvements for enhanced system operations oAsbestos abatement (if required) oInstall drainage outside building to properly capture and convey storm water runoff "Electrical "Mechanical (Plumbing, fire protection and HVAC) "Demolition and Removal of exciting structure The existing water system was constructed in the early 1900's and has undergone several upgrades over the years, however, much of the original structures are still in service. This project will correct Facility Conditions Assessment (FCA) deficiencies and provide for a more reliable and safer source of potable water to the patients, staff and visitors of the Medical Center. Point of Contact (to include phone number and e-mail address) Important Notice: This is not a Request for Proposal. The Government is seeking information for market research purposes only. If a Request for Proposal is issued in the future, please note all SDVOSBs firms must be listed in the VIP database, available at http://www.vetbiz.gov. Additionally, firms must apply for and receive verification from the Department of Veteran Affairs for Veterans Enterprise (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership and control sufficient to establish appropriate status. Offerors must be both VISIBLE and VERTIFIED by the Department of Veteran Affairs Center for Veterans Enterprises prior to contract award. Failure to be both VERTIFIED by CVE and VISIBLE on VetBiz prior to contract award will result in the offerors proposal being deemed non-compliant. Lastly, prospective offerors shall be registered in the System for Award Management (SAM) database prior to award of a contract.
