- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION AVAILABLE AT THIS TIME. This notice is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of a solicitation. The Armed Forces Medical Examiner System is a Tri-Service organization, comprised of Administrative Support staff (S-staff) and three integrated divisions whose overall mission is to provide comprehensive and innovative medico legal services worldwide. The AFMES, Department of the Army organization, provides mission support to the Department of Defense in the fields of human remains identification utilizing DNA typing services to include auSTR, Y-STR and mitochondrial technology on degraded and/or ancient human remains from both recent and previous conflicts or to determine the probable contributor of biological samples of human origin in criminal investigations; forensic toxicology analysis and consultation services, technical expertise in support of military drug testing program in the areas of expert witness testimony, laboratory inspections and consultative reports to all branches of service, program managers and civilian contract agencies and providing production level confirmation analysis to the Services for emerging synthetic illicit drugs; medicolegal death investigations, forensic radiology services, forensic DNA analytical services; bioinformatics analysis and management services; mass-fatality specimen collection and management services; and human reference specimen collection, cataloging, archival, and retrieval repository services. The AFMES is comprised of several subordinate elements providing support to this critical, worldwide mission. USAMRAA, on behalf of the AFMES, is seeking qualified sources to provide professional scientific, technical, administrative and logistical support for these functions. Potential vendors should be able to demonstrate experience with initial International Standards Organization (ISO) 17025 Accreditation process and subsequent maintenance, Federal Bureau of Investigation Quality Assurance Standards (FBI QAS) requirements, College of American Pathologists, and American Board of Forensic Toxicology (ABFT). The Government anticipates a single indefinite-delivery indefinite-quantity (IDIQ) contract with a Period of Performance of one (1) twelve-month base period plus four (4) twelve-month option periods. Upon review of industry response to this Sources Sought Notice, the Government will determine the most appropriate acquisition strategy for this requirement. All interested parties are requested to submit a brief capabilities statement package (no more than 20 pages in length) to the contracting office. These packages must demonstrate each party's ability to perform the required services, as well as its prior experience with similar requirements. All interested small business concerns are requested to submit to the contracting office a brief capabilities statement package (no more than 20 pages in length) addressing the following items: 1.Company name, address, and CAGE code 2.Point of contact information including name, phone number, and email address 3.Company size under NAICS code 541712 4.Whether the services required are of a type offered and sold competitively in substantial quantities in the commercial marketplace based on established catalog or market prices for specific tasks performed or specific outcomes to be achieved 5.If commercially available, identify standard commercial terms and conditions typically associated with these services 6.Describe experience and past performance with similar types of requirements of a comparable scope and magnitude and whether these services were performance-based. Include contract numbers, government points of contact, and contract values. 7.Identify qualifications of technical and management personnel Responses are due on Friday May 15, 2015 by 10:00 a.m. Eastern Daylight Time. This is not a solicitation. No contract will be awarded from this announcement. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice.
