Description
Single Source Justification Document. NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Air Force Test Center, Contracting-Eglin, Holloman Operating Location (AFTC/PZZC-Holloman) hereby gives notice of intent to award a sole source Firm Fixed Price contract as implemented by the Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), soliciting from a single source to satisfy agency requirements. AFTC/PZZC-Holloman intends to award a sole source contract for the purchase of temperature control device to, Enertron Inc., 90 N William Dillard Dr, Ste 121, Gilbert, AZ, 85233-4512. This proposed acquisition will include the following: 1 ea. Temperature Control Device 1) The device must be completely solid state, i.e., must not have any mechanical moving parts. This includes air circulating fans or liquid pumps that would be used to aid the transfer of heat to the environment. 2) The device must be capable of providing a 4 in x 4 in minimum surface onto which inertial components will be mounted. The device will be capable of maintaining the temperature of this surface over the range of -40F to 120F. 3) In addition to the rejection of heat required to operate the device at -40F, the device must be capable of dissipating an additional 10 Watts of heat generated by the inertial component under test. 4) The device must fit and be compatible with inertial rate test tables operated by the 746TS: a. Total weight shall not exceed 50 lb. b. The device shall physically fit within a cylinder 30 inches in diameter and 12 inches in height. c. The test table that the device will be mounted on will be positioned such that its axis of rotation is vertical. d. The device must be capable of operating at the required temperature extremes at table rotation rates between 0 deg/sec and 100 deg/sec. Delivery is 90 days after receipt of order. The Government intends to make an award by 15 May 2015. Enertron, Inc. is the only known source that meets the Government's requirement of the required item due to their technical expertise and qualifications. If a firm believes it is capable of meeting the Government's requirement, it may identify its interest and capability to the Contract Specialist within ten (10) days of this publication. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned. This is not a request for competitive proposals and no solicitation will be provided for this requirement. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An AFTC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
