Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Routine Maintenance Service for Caterpillar Equipment Plant #s 1137, 1138, 1139 Cat D6T Dozers, 0422, 0423, 0424, 0425, 1129, 1130 Excavators, 1608 Track Loader. This is a Combined Synopsis/Solicitation for the acquisition of Heavy Equipment Maintenance Services for the U.S. Corps of Engineers, Philadelphia Engineering District as set forth in Federal Acquisition Regulation (FAR) Subpart 12.603, as supplemented with additional information included in this notice. This Solicitation will be issued as a Request for Quote and shall be designated Solicitation Number W912BU-15-T-0030. The Solicitation is expected to be available for viewing and downloading by potential contractors on or about 29 April 2015. Solicitation documents, amendments, plans, and specifications will only be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. It is the contractor's responsibility to monitor FBO for any amendments. Solicitation documents will only be furnished on the website; hard copies will NOT be available. Prospective contractors must submit a responsive quote, by 13 May 2015 at 1300 hours (EDT). Listed below are the services required for the plants listed. 1.Plant 1137 D6T Cat Dozer - (PM1) service battery, change primary air filter, clean secondary air filter, change engine oil, change engine oil filter, change fuel filters, clean fuel water separator, SOS sample, through machine inspection and grease machine. (Ft. Mifflin) 2.Plant 1138 D6T Cat Dozer - (PM4) service battery, change primary air filter, change secondary air filter, change cabin air filters, change engine oil, change engine oil filter, change fuel filters, clean fuel water separator, change hydraulic oil, change hydraulic filters, change winch oil, change power train oil, change transmission oil, change transmission filter, replace power train breathers, change final drive oil, SOS sample, through machine inspection and grease machine. (Artificial Island) 9.Plant 1130 329F Amphibious Excavator- (PM1) service battery, change primary air filter, clean secondary air filter, change engine oil filter, change engine oil filter, change fuel filter, clean fuel water separator, SOS sample, through machine inspection and grease machine. (Ft. Mifflin) 10. Plant 1608 953C Track Loader- (PM2) service battery, change primary air filter, clean secondary air filter, change engine oil, change engine oil filter, change fuel filter, clean fuel water separator, SOS sample, through machine inspection and grease machine. (Artificial Island) These services must be completed using Caterpillar OEM parts and supplies or equivalent OEM quality parts and supplies. The services will be completed by experienced heavy machinery mechanic with experience with Caterpillar or a certified Caterpillar service technician. Documentation of experience or certification of the mechanic should be available for inspection, as well as OEM or better equivalency data for non-Caterpillar sourced parts and supplies, on demand, by an appropriate government representative (COR). The heavy equipment is currently at the following locations: 1.Fort Mifflin Project Disposal Area; Plant #1137, 0424, 1130 6400 Hog Island Road, Philadelphia, PA. 19153 2.Kilcohook; Plant #1138, 1139 454Fort Mott Road, Pennsville, NJ. 08070 3.Wilmington North; Plant #0425 1706 E. 12th St., Wilmington, DE. 19809 4.Artificial Island; Plant #0423, 1129, 1608 Hope Creek Road, Hancock's Bridge, NJ. 08038 5.Pedricktown Disposal Area; Plant #0422 Bldg #613 Artillery Road, Pedricktown, NJ 08067 Contracting Authority Only a warranted Contracting Officer (either a Procuring Contracting Officer (PCO), or an Administrative Contracting Officer (ACO)), acting within their delegated limits, has the authority to issue modifications or otherwise change the terms and conditions of this contract. If an individual other than the Contracting Officer attempts to make changes to the terms and conditions of this contract the Contractor shall not proceed with the change and shall immediately notify the Contracting Officer. Subcontract Reporting In accordance with FAR 52.204-10, quote mark Reporting Executive Compensation and First-Tier Subcontract Awards, quote mark contractors are required to report information on subcontract awards for all awards over $25,000.00. The Contractor shall follow the instructions and report the required information at http://www.fsrs.gov. The Contractor is responsible for notifying its subcontractors that the required information will be made public. Manpower Reporting quote mark The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the U.S. Army Corps of Engineers via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk at help desk at: http://www.ecmra.mill. USACE Invoicing Procedures USACE does not use WAWF for invoicing. In the event of conflicting procedures, the following invoicing procedures shall control: 1.The Contractor shall submit invoice packages in PDF form to the mailbox at: TBD 2.The Contractor's invoices and backup documentation shall include: a.Signed verification of receipt by an Authorized Government Representative, usually the COR or COTR, on Form DD-250; b.Date; c.Contract and Delivery Order or Task Order number; d.Invoice number; e.Amount due; and 3.The final invoice shall include a release of claims. The U.S. Army Corps of Engineers intends to award a firm, fixed priced contract, to the responsible prospective Contractor whose offer, conforming to the Solicitation, offers the lowest price for each CLIN. The following factors shall be used to evaluate offers: (i) price, and (ii) past performance. In addition, this Solicitation is being issued as 100% set-aside for small business. The North American Industry Classification System (NAICS) Code for this acquisition is 811310 and the Standard Industrial Classification (SIC) Code for this acquisition is 7699, with a size standard of $7.5 million. All contractors must be registered in the DoD's System for Award Management (SAM) system at http://www.sam.gov. Information on getting registered may be obtained on the website.
