- STATEMENT OF WORK Limited Source Justification29APR15 i) SPECIAL NOTICE OF INTENT: FBO NOTICE BBG50 1003-15-SN-00012 This Notice of Intent: This is not a request for quotes. Interested firms must submit a written response that demonstrates their ability to provide: As part of the financial statement audit, the Office of the Inspector General (OIG) has questioned BBG's interpretation of the Statement of Federal Financial Accounting Concepts (SFFAC) No. 2, Entity and Display, as issued by the Federal Accounting Standards Advisory Board (FASAB) for the completeness and appropriateness of the boundaries of BBG's reporting entity related to the three grantees. The contractor shall address and resolve the audit notification on the grant accrual methodology (NFR #11), validation of 2014's accrual, recommend any modifications to the methodology based on the validation results and calculate the grant accrual for 2015. Upon the basis of the following justification, prepared in accordance with Federal Acquisition Regulation (FAR) 8.405-6(c), I, as Contracting Officer, hereby approve the use of sources limited to fewer than those required in FAR 8.405-1, FAR 8.405-2, and FAR 8.405-3 pursuant to the authority of 41 U.S.C. 251 as implemented by FAR 8.405-6(a)(1)(i)(B). This acquisition is conducted under the authority of the Multiple-Award Schedule Program (41 U.S.C. 251, et seq, and 40 U.S.C. 501). The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB), Office of Contracts (CON) 330 Independence Avenue, S, Cohen Building Room 4060-0024, Washington, DC, located in Washington, D.C. intends to award a non-personnel service, and non-competitive task order KPMG L.L.P. 1676 INTERNATIONAL DRIVE MCLEAN, VA 221024832 Contract Number: GS23F8127H6. (ii) This is issued as a notice of intent to award a logical follow-on to an original Federal Supply Schedule Task Order, Category 520 The task order will be issued under the authority of FAR Part 8.405-6 (iii) The incorporated provision and clauses are those in effect through Federal Acquisition Circular Current FAC 2005-81, Effective 10 Apr 2015 (iv) The associated NACIAS code is 541211 size standard is $20.5 million (v) This award is for service of the following Temporary Administrative and Professional Staffing Services: The adopted methodology resulted in an additional NFR issued by the external financial auditors in 2014 for, a 12 month period. (vi) This will be a follow-on procurement by the Broadcasting Board Office of the Chief Financial Officer. (vii) The anticipated period of performance is on or about June 1, 2015 - December 31, 2015 with a six (6) month option period. Location: Broadcasting Board of Governors, Office of the Chief Financial Officer Cohen Building, Room 1655, 330 Independence Avenue, SW, Washington, DC 20237-0001 In addition, all vendors must be registered in the System for Award Management (SAM). The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information. Any determination to award or not to award this proposed task order is solely within the discretion of the Government. All written expressions of interest shall specifically reference this Notice by its title and date of publication. This notice is not a RFQ, RFP or an IFB.
