- The Transportation Security Administration (TSA) intends to contract using other than full and open competition for Conflict Management Services. Accordingly, the TSA intends to award a bridge contract to ADR Vantage, Incorporated, located at 1660 L Street NW, Suite 501, Washington, DC 20036, for a base period of performance from May 18, 2015 through November 17, 2015 with a six (6) month option. The bridge contract will address the requirements of the TSA Office of Human Capital and Office of Training and Workforce Engagement (OTWE) to provide Conflict Management Support, until a follow-on competitive contract may be awarded. This requirement is for the continuation of the implementation of the Facilitator Development and Certification Pilot Program, while TSA simultaneously conducts a competitive acquisition. In order to complete the training portion of the pilot program with the current candidates in the program it is more efficient to maintain continuity of the current services. In addition, ADR Vantage services include facilitation services, training, conflict management and employee engagement support services as required at sites throughout the TSA network. Requirements include establishing processes and procedures that will support the sustainment of initiatives designed to build internal capacity and competency in facilitation, cooperative problem solving, and conflict management. As well as support other engagement initiatives. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source in accordance with the authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, vendors may identify their interest and capability to respond to the requirement by submitting a capability statement. All responses received within thirty (30) calendar days of publication of this synopsis will be reviewed by the Government and the vendor will be notified of the results. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered for the purpose of determining whether to conduct a competitive procurement. Interested vendors who may wish to seek subcontracting opportunities should contact the above named company directly. All interested vendors may submit their capability statements to the TSA Office of Acquisition (OA). Submissions shall not exceed ten (10) pages in length. Capability statements are required to be received electronically via email to Shawnna.Sims@tsa.dhs.gov, Subject: Conflict Management Services, no later that May 29, 2015, 3:00 p.m. EST. Responses received after this deadline will not be reviewed.
