- Industry Day Questions Conformed PWS FA9401-11-R-0003, Conformed BMC Solicitation Base Maintenance Contract (BMC), Kirtland Air Force Base (AFB), NM, Sources Sought Synopsis #FA9401-15-R-BMC1. This is a SOURCES SOUGHT SYNOPSIS announcement. NO PROPOSALS ARE BEING REQUESTED OR ACCEPTED WITH THIS SYNOPSIS. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. 1. INTRODUCTION: The Air Force Nuclear Weapons Center (AFNWC) Installation Contracting Office (AFNWC/PZI) and the 377th MSG/CE are hosting an unclassified Industry Day to ensure a complete understanding of the magnitude of this requirement and obtain comments on the current PWS and previous Request for Proposal (RFP) by all interested parties. The Industry Day will be held 19-20 May 2015 at the Wing Headquarters/Wing Presentation Center located at Bldg 20604, Kirtland AFB, NM. The Government will provide briefings, a site tour, and an opportunity to ask questions in an open environment on 19 May from 8:00 am to 3:00 pm. Offerors must submit written questions in advance NLT 3:00 pm on 13 May 2015. All questions and answers asked during the open session will be published on FedBizOps. The Government will also host private one-on-one sessions with interested companies immediately following the USG briefing and group session on 19 May 2015. These one-on-one sessions will continue on 20 May 2015 until all respondents have had the opportunity to present their questions/responses to the USG. The purpose of the individual sessions is to allow interested parties the opportunity to discuss specific questions on the BMC requirement and to provide more in-depth technical discussions and NOT to provide a capability briefing. These individual sessions will be limited and not to exceed 30 minutes, but may require less time. Do not ask questions pertaining to proprietary information or trade secrets. Questions and answers from these sessions shall be reviewed, compiled, and posted on FedBizOps. Interested companies MUST coordinate with the AFNWC/PZI (Mr. Nathan McCoy, nathan.mccoy@us.af.mil) to secure a time slot for a one-on-one meeting no later than 13 May 2015. Session times will be randomly assigned and companies will be notified of their time slot via email. 2. BACKGROUND: This requirement will be to provide non-personal services to include all personnel, equipment, tools, supervision, vehicles, services, and other items necessary to perform base civil engineer functions in support of Kirtland Air Force Base, NM and other geographically separated locations. This consists of Admin Management, Customer Support, Facility/Infrastructure Maintenance and Support, Operations (Physical Plant Operations), Grounds Maintenance, Real Property Management, Logistics Support (Material Control), Civil Engineer Computer Systems Management, Readiness/Emergency Management, Disaster Preparedness/Disaster Response. Contractor must comply with all standard commercial practices, Federal, State, and local laws in the performance of this contract. 3. OBJECTIVES: This notice is to provide interested offerors with a copy of the current Performance Work Statement (PWS) and Request for Proposal (RFP) utilized during the previous acquisition of BMC services to generate industry feedback and assist the Government in development of the future requirement and overall acquisition strategy. 4. ATTENDEE REGISTRATION/BASE ACCESS: A request shall be made via email to Mr. Nathan McCoy at nathan.mccoy@us.af.mil AND Mr. Nikolas Chapapas at nikolas.chapapas.3@us.af.mil to be added to the Industry Day attendance roster. Please provide the following: a. Company name b. Your name and job title c. Physical address d. DUNS e. CAGE Code f. Names of attendees (Full Name, Date of Birth, Last four of their social security number, and Notification of any non-US citizens that may be attending) g. A note if you are interested in being the prime contractor or subcontractor for this effort, once you are cleared to attend, Mr. Chapapas will follow up with you via email and will provide you maps and information on how to gain access to Kirtland AFB. h. ATTENDANCE IS LIMITED TO TWO (2) INDIVIDUALS PER COMPANY. 5. QUESTIONS: A list of questions has been generated to facilitate discussion and follow-on questions. Vendors are encouraged to provide written responses prior to the Industry Day. E-mail responses to Mr. Nathan McCoy at nathan.mccoy@us.af.mil no later than 13 May 2015. This RFI and accompanying industry day is for informational purposes only and is not to be viewed as a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the Government. No contract shall be awarded from this posting.
