Description
This announcement is not a request for proposals (RFP). Contractors shall not submit proposals in response to this notice. The Army Contracting Command - Aberdeen Proving Ground is issuing this pre-solicitation notice to announce the intent to issue a solicitation for the SPS TEP LDS. Soldier Protection System Torso Extremity Protection-Load Distribution System (SPS TEP LDS) - for Program Executive Office Soldier (PEO Soldier) - Product Manager Soldier Protective Equipment (PM SPE) Proposed Solicitation Number: W91CRB-15-R-0029 Estimated Solicitation Issue Date: On or about 15 MAY 2015 with all documents, attachments and amendments posted at the FedBizOpps website located at the following address: https://www.fbo.gov. No hard copies of the RFP will be issued. All respondents shall be responsible for obtaining the documentation from the website listed above. Proposals shall be due 30 days after release of the formal RFP; extensions are not guaranteed. The Government intends to procure this requirement on a restricted procurement set-aside 100% to Small Business using the procedures at Federal Acquisition Regulation (FAR) part 15. The North American Industry Classification System (NAICS) Code for this requirement is 315990 Apparel Accessories and Other Apparel Manufacturing with a size standard of 500 employees. The PEO Soldier PM SPE proposed acquisition will provide LDS as part of the overall SPS TEP system. The LDS is one of four systems which integrates into the SPS TEP and is designed to offer the capability to redistribute the weight burden on the torso vest and load bearing while being carried horizontally, close to the body's center of mass. The LDS is an integral part of the SPS TEP design with the LDS belt containing soft armor that provides fragmentation and handgun protection to the lower back and abdomen region. The LDS will provide Warfighter's with the ability to mount additional equipment directly to the belt using the MOLLE retention system. The ruck integration component includes: a frame adapter, torso vest compatible shoulder straps, and an LDS belt adapter. Offerors must be capable of providing the TEP LDS in accordance with Product Description. The scope of work includes all procurement and production activities required to manufacture the carrier, soft armor, and other materials that constitute the TEP LDS. To meet this immediate requirement, the Government intends to award up to two (2) firm fixed price, Indefinite Delivery, Indefinite Quantity (IDIQ) contracts via a competitive acquisition on a Lowest Price Technically Acceptable (LPTA) basis. Delivery orders will be competed in accordance with the fair opportunity procedures at Federal Acquisition Regulations (FAR) 16.505. The contract minimum includes First Article Testing (FAT) and Environmental quantities to be delivered forty-five (45) days after award and Live Fire Testing/Initial Operational Testing (LFT/IOT) quantities to be delivered thirty (30) days after FAT Approval or no later than January 13, 2016. The contract maximum will be for a combined total of up to thirty-six thousand two hundred and seven (36,207) systems across all resulting awards.
