Description
The U.S. Army Contracting Command (ACC) - New Jersey, Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager Combat Ammunition Systems (OPM-CAS) is conducting a market survey to identify capable sources to develop and produce the 120mm High Explosive Guided Mortar (HEGM). The HEGM will provide an organic, Non-Line-of-Sight (NLOS) precision 120mm mortar capability for Infantry Battalions. This capability must be reliable, responsive, and able to defeat high payoff targets in support of the Infantry close fight across the required spectrum of the Full Range of Military Operations (ROMO) in all terrain and weather conditions. This includes the capability to incapacitate personnel within or behind structural barriers or light-skinned stationary vehicles as well as troops in the open while minimizing collateral damage. The HEGM cartridge will be capable of being drop fired from the current and future family of U.S. Army 120mm smooth-bore, mortar systems. Significant HEGM performance requirements include: - A demonstrated reliability of 90% (Threshold) and 98% (Objective) - An accuracy of 10m Circular Error Probability (CEP) (Threshold) to 1m CEP (Objective) - The ability to operate in a Global Positioning System (GPS) jammed environment with minimal CEP degradation (Threshold) and the ability to operate in a GPS denied environment (Objective) - The ability to hit a 15mph moving target (Objective) - A maneuver capability equal to 5% of range in both range and deflection (Threshold) and 20% of range in both range and deflection (Objective) - A maximum range of 6,500m (Threshold) to 15,000m (Objective) - A minimum range of 1,000m (Threshold) to 500m (Objective) - A lethal area equal to 80% of a 120mm High Explosive mortar cartridge (M934A1) (Threshold) and greater than 100% of a M934A1 (Objective) - Fuze modes including point detonating, delay (DLY), and proximity (PROX) - A 20 year storage life (no more than a 3% degradation in reliability after 10 years of storage and no more than 5% degradation in reliability after 20 years of storage) - The ability to be software upgradable/reprogrammable without disassembly - Interface with the mortar fire control systems through either a direct or inductive interface. The Engineering & Manufacturing Development (EMD) phase for the HEGM is anticipated to be a total of 36 months beginning in FY17. It is anticipated that the initial production phase will consist of 3 years of production starting in FY20. The production estimate total is 15,000 cartridges. A production ramp up to approximately 5,000 cartridges per year is planned. In order to assess the maturity of industry designs to meet above mentioned HEGM performance requirements and subsequently enter into production, respondents shall describe (in detail) their proposed HEGM design, expected performance relative to the significant threshold and objective requirements, and technological and manufacturing maturity at both the system and subsystem levels. Respondents shall: 1. Identify the proposed solution's current Technology Readiness Level (TRL) as well as expected technology readiness at the beginning of development in FY17. Identify the proposed solution's current Manufacturing Readiness Level (MRL) as well as expected manufacturing readiness at the beginning of production in FY20. Provide evidence for the assessments. 2. Provide a detailed description of the technical concept/design, identifying enabling technologies (sensors, control systems, power systems, safe & arm device, etc), and define trade space for each. 3. Provide a description of the development and testing effort required to bring the design to full maturity to be ready for initial production in FY20. 4. Provide a Risk Assessment for the concept/design. Identify the top design/performance/potential production risks and possible mitigations. 5. Provide performance analysis results and describe how they were assessed (simulation, test, etc). 6. Describe simulation capabilities (Hardware in the loop, Digital Simulations, etc). Include a Model Description Document if available. 7. Provide a Rough Order of Magnitude (ROM) for the unit price of a quantity of 5,000 cartridges/per year.
