- Award Document Justification for Other Than Full and Open Competition This contract has been awarded. This post is for informational purposes only. To provide Various Professional Management Support Services for the Office of Leasing: Lease Execution Division Period of Performance April 1, 2015 - December 31, 2015. Services to be provided: Leasing Specialist - Assists in the managment of highly complex realty projects including support for the collaboration with and in support of customers, acquisition involving large blocks of space occupied with complex relocation issues; properly management issues requiring extensive coordination to deal with large numbers of diverse property owners; and resolving conflicts between clients and state, local of Federal authorities. Major realty project at this level feature conflicts in policy and/or program objectives; involve very complex and/or controversial transactions with sensitive negotiations or substantive risk to the Government and/or large scale, high visibility projects to be accomplished under lease construction agreement and/or other inovative or highly complex/specialized contractual vehicles. Contractor assists with integrating technical knowledge of customer needs in order to handle a wide range of related workplace needs that arise in the execution of solutions to meet customer realty, mission and workspace needs. Automated Advanced Acquisiton Program (AAAP)-Assist the G overnment in management and administration of the AAAP program. The AAAP is a web-enabled E-commerce application that offers people and businesses the opportunity to electronically offer building space for lease to the Federal Government. 2) Provide geo-spatial market analyses as part of the acquisition planning process. 3) Provide quality control on approximately 500 offers at any given time within the NCR AAAP inventory. 4) Assist in the coordination and execution of market tours. 5) Assists the Government negotiations in support of the acquisition and lease management of real property. 6) Assist the Government in determining courses of actions in the execution of complex negotiations that often involve long-term lease transactions with large blocks of space and commitments for considerable sums of money. 7) Assist the Government in the preparation of cost and price analyses of offers, complex modifications of terms and conditions of leases, and prepares approval documents necessary to award the lease. Program Analysis - Assist in identifying, analyzing evaluating and preparing recommended resolution of issues or problems of procedural or factual nature. Applies qualtative and quanitative analytical techniques in order to conduct interviews to obtain infomration regarding organizational mission, milestones, and work procedures.
