- The solicitation is modified to include the following information, following the site vist. Along with your proposal, we need your company profile, which should also contain the following details. This is required for technical evaluation. (If possible a soft copy can be sent ahead). 1) List of your current sites 2) Number of your custodians and supervisors working on each site. 3) Name and telephone number of the individual (of the Organization where you are providing service) responsible for coordinating with your site supervisor. Below are the questions that were raised / answered during the site survey. • It was mentioned that the government has developed an Independent Government Cost Estimate on the range that bids should come in at. Bids below the minimum threshold will be considered not technically acceptable as the vendor cannot satisfactorily carry out the work. • A question was asked what does FAR stand for. FAR stands for Federal Acquisition Regulations. The FAR are the rules the government follows in awarding, monitoring and closing out contracts. Items that pertain to this contract are included in the contract clauses which will be an addendum to the contract. The clauses are designed to protect both the United States government and the vendor. They contain such provisions as the vendor must follow local labor laws and pay whatever the minimum prevailing wage is in the country/state. • A question was asked if this contract was subject to an price adjustment if the Indian government passed a higher minimum wage. We answered that yes, if this happened, the vendor could ask for a contract amendment. Vendors should build escalation (inflation) into their bids. But to be careful, as the award is based on the vendor who gives us the Lowest Price who is deemed to be Technically Acceptable. And the price is determined by adding the base year plus the four option years together. • A question was asked - do the janitors need to have a certain experience level, to which the answer is no, they do not. But the janitorial staff supporting the contract should be able to perform the items in the scope of work and operate the equipment in the equipment list giving. • A statement was made that female janitors will be expected to do more than just clean female restrooms. • A question was asked whether there would be overlap with the existing contractor. The answer is no, there will be no overlap. Should a new vendor win this contract, our in-house janitors will assist during the startup period. • A question was asked about security procedures for new personnel. Our security section would provide a from that needs to be completed for each individual. Details regarding past employment, residential address proof, photo identification proof and police clearance would be required. Is there any requirement that proposal documents be sealed or narrative elements otherwise isolated from any pricing data? Submission has to be done in a sealed envelope, with the RFQ Number quoted on the envelope. What is the required manner of submission, hard copy or electronic? What are the specifications? Hard copy submission only. Is there a page limit on the narrative portions of the proposal? No - there is no limitation What is the expected award date? Expected start date? Our plan is to have the new contract going from June 01, provided all formalities are completed. Can you provide any detail about the facilities requiring janitorial services? Types of floor surfaces, the use of different areas, number of rest rooms, total area of different floor surfaces (carpet, tile, etc.), number of elevators, number of floors, etc. All the areas were shown during the site survey. Description of the property cannot be provided on email. The building is approximately 18,768 sq. meters and the total ground area is 10 acres.. (Ref. Section 1.2.4) What are the temporary services expected to be required? Temporary services might be required during weekends; eg. If there is an event happening in the Compound, etc. (Ref. Section 1.3.4.4) What is the definition of reachable? From standing on the floor? Or by use of a ladder or other reaching tool? Office will provide appropriate ladder or reaching tools where required.
