This is a combined synopsis/solicitation for commercial items prepared under Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. ii. This is Request for Proposal numbered FA9101-15-R-0024. All offers are to be mailed or hand delivered no later than 2:00PM Central Standard Time on 10 June 2015. See paragraph XV for more details. iii. The following provisions and clauses are incorporated in this notice and are those in effect through Federal Acquisition Circular 2005-81 effective 10 April 2015. iv. This is a FULL AND OPEN competition. The North American Industry Classification System (NAICS) code for this acquisition is 332911, Industrial Valve Manufacturing with a size standard of 500 employees. v. Contract Line Items (CLINS) CLIN 0001: 24" Butterfly Valve Assembly, Seals and Flanges CLIN 0001AA: Delivery of 24" Butterfly Valve Assembly and All Submittals QTY: 1 LO CLIN 0001AB: Acceptance Testing of 24" Butterfly Valve at AEDC QTY: 1 LO CLIN 0002: 30" Butterfly Valve Assembly, Seals and Flanges CLIN 0002AA: Delivery of 30-inch Butterfly Valve Assembly and All Submittals, QTY: 1 LO CLIN 0002AB: Acceptance Testing of 30" Butterfly Valve at AEDC QTY: 1 LO vi. The Government intends to award one Firm Fixed Priced Contract for the following valve item descriptions: NOTE: See the Brand Name Only Justification and Approval for the use of Honeywell Limit Switches, Attachment 1. 24" Butterfly Valve: Furnish one complete assembly consisting of a 24-inch NPS ASME class 150 double flanged ring type joint (RTJ) carbon steel butterfly control valve with hydraulic actuator, internal position feedback transducer, and two limit switches (per the brand name requirement). Provide two flange seal rings, one complete set of flange fasteners for the valve (for a total of 40 fully threaded studs and 80 nuts) and all documentation. See attached Specification and Statement of Work for complete details, Attachment 2 and Attachment 3. 30" Butterfly Valve: Furnish one complete assembly consisting of a 30-inch non-standard size ASME class 150 double flanged special ring type joint (RTJ) carbon steel butterfly control valve with hydraulic actuator and two limit switches (per the brand name requirement). The RTJ-flanged ends and the valve flange face to face distance are non-standard. Provide four special flange seal rings (providing two spares), one complete set of flange fasteners for the valve (for a total of 72 bolts) and all documentation. See attached Specification and Statement of Work for complete details, Attachment 4 and Attachment 5. vii. (End of Clause); AFFARS 5352.223-9000, Elimination of Use of Class I Ozone Depleting Substances (C); Incorporated by full text: DFARS 252.209-7999, Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction under any Federal Law (DEVIATION 2012-O0004) (a) In accordance with sections 8124 and 8125 of Division A of the Consolidated Appropriations Act, 2012, (Pub. L. 112-74) none of the funds made available by that Act may be used to enter into a contract with any corporation that- (1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless the agency has Considered suspension or debarment of the corporation and made a determination that this further action is not necessary to protect the interests of the Government. (End of provision) xiii. A one year standard commercial warranty is required for each valve. Vendors must be registered in System for Award Management (www.sam.gov) with NAICS 332911 at time of offer. Wide Area Workflow (WAWF) invoicing instructions will be incorporated in the contract document at award. The use of Wide Area Workflow in accordance with DFARS 252.232-7006 is mandatory. xiv. The Defense Priorities and Allocations System (DPAS) rating is not applicable. xv. All offers are due no later than 2:00PM Central Standard Time on 10 June 2015. Electronic proposals are NOT accepted due to firewall and e-mail size limitation issues.
