- Clauses 52,212-2 Evaluation-Commerical items; 52.212-3 Offeror Representations and Certifications-commercial items; 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued separately. This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-58. IBM15Q0002 is a total set-aside acquisition for small businesses. The associated North American Industry Classification System (NAICS) code is 532412 - Construction, Mining, and Forestry Machinery and Equipment Rental and Leasing, with a corresponding small business standard of $7.0 millions of dollars. Only offers from small businesses will be considered for this solicitation. The evaluation criteria will be based on the lowest price, technically acceptable. Offer due date/Local time: May 5, 2015, 4:00 pm MST The period of performance for rental is not to exceed one (1) month. Delivery is required to be May 11, 2015. Failure to meet the delivery date will eliminate offers from further consideration for award. Only questions submitted by email to Sylvia.Grindstaff@ibwc.gov will be considered. Questions received from Offerors after 10:00 am on May 3, 2015 will not be responded to. Description: This is a brand name or equal requirement for rental. Offerors quoting an equal item shall provide manufacturers descriptive literature for the equipment quoted upon. The vendor shall deliver and pickup rental equipment from delivery location: N.M. State Road 374, by the river just South of Mesilla N.M. Deliver Monday thru Friday, between 7:00 am to 4:00 pm Rental equipment will be used to remove sediment from the river channel adjacent to the El Paso Power Plant and Tonuco Drain. The International Boundary and Water Commission (IBWC) is seeking price quotes for: 1. Rental of One (1) each Caterpillar D8 or John Deere 1050K dozer, or equal per the following salient characteristics. Salient Characteristic: 1. Net power 300 HP (Minimum) 2. Diesel engine 3. Blade width 14' (Maximum) 4. ROPS/FOPS cab with AC/Heater 5. Backup Alarm 6. Wide Track The required delivery date of May 11, 2015 on or before is needed due to Government requirement of maintenance operations removing sediment from within the river channel and depositing the sediment in upland areas. The Caterpillar D8, John Deere 1050K dozer or equal will be used to push Scraper 621E to excavate the material from the channel. The work will be performed prior to the 2015 irrigation season. Irrigation releases are expected to arrive at Mesilla Dam on May 29, 2015. The work is required to maintain channel and flood capacities and allow the dam to safely pass flood waters. If the work is not performed prior to the water releases, excessive sediment will be diverted into the irrigation canals and onto farm fields which negatively affects the local farmers and others. Offeror shall confirm in quote that delivery date of May 11, 2015 for the dozer will be met. 2. Rental of two (2) each Caterpillar 621E wheeled tractor scrapers, or equal per the following salient characteristic. Salient Characteristic: 1. Type Open Bowl Push-Type 2. Net Power 290 HP (Minimum) 3. Diesel Engine 4. Capacity 20 cubic yard (Minimum) 5. ROPS/FOPS Cab with AC/Heater 6. Backup alarm The required delivery date of May 11, 2015 on or before is needed due to Government requirement of maintenance operations removing sediment from within the river channel and depositing the sediment in upland areas. The scrapers ("Push-Type" Only) will be pushed by the dozer to excavate the material from the channel. The work will be performed prior to the 2015 irrigation season. Irrigation releases are expected to arrive at Mesilla Dam on May 29, 2015. The work is required to maintain channel and flood capacities and allow the dam to safely pass flood waters. If the work is not performed prior to the water releases, excessive sediment will be diverted into the irrigation canals and onto farm fields which negatively affects the local farmers and others. Offeror shall confirm in quote that delivery date of May 11, 2015 for the two scapers will be met. 3. Delivery Fee for drop off and pickup of One (1) dozer and Two (2) Wheeled Tractor Scrapers. Rental Start Date: May 11, 2015 through June 11, 2015 Offeror shall confirm in quote that delivery date of May 11, 2015 can be met.
