- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, is being issued as a Request for Quotation (RFQ). Quotes are due by Tuesday12 May, 2014, 2 PM local Arizona time. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-81, effective 10 APR 2015. This procurement is a 100% Small Business Set-aside IAW FAR 193502-2(a). The associated NAICS code is 532412, Construction, Mining, and Forestry Machinery and Equipment Rental and Leasing, small business size standard $32.5 Million. The following commercial items are requested in this solicitation: COMMERCIAL ITEM DESCRIPTION: The USP&FO for Arizona has a requirement for: 1.CLIN 1 - One (1) month rental of one (1) Top Hammer Crawler Drill OR EQUIVALENT capable of drilling one hundred forty (140) holes, twenty (20) feet deep into Basalt type rock, each hole at a minimum diameter of four (4) inches and a maximum diameter of six (6) inches - example - COP 1840 Drifter OR EQUIVLALENT (18kw) set up for T45 steel 2.CLIN 2 - Consumables (MAY BE RETURNED FOR CREDIT IF NEW OR LIKE NEW SERVICEABLE UNDAMAGED CONDITION) a.Fourteen (14) foot T45 MF Speed Rod Drill, or equivalent for other capable machine b. Twelve (12) foot T45 MF Speed Rod Drill Steel; two (2) EA, or equivalent for other capable machine c.T45 Bit - four (4) inch Drop Center Button Bit; two (2) EA, or equivalent for other capable machine d.T45 Bit - four (4) inch Drop Center Retract Button Bit; two (2) EA, or equivalent for other capable machine e.T45 Striker Bar, or equivalent for other capable machine f.5 Gallon Rock Drill Oil, or equivalent for other capable machine g.Gallon Thread Grease, or equivalent for other capable machine 3.CLIN 3 - One (1) day vendor led familiarization of heavy drilling equipment. 4.CLIN 4 - Contingency to add funds in case of emergent repair or extension of time. SEE ATTACHED STATEMENT OF WORK (SOW) FOR DETAILS. SUBJECT: 1 Month rental of Heavy Drilling equipment for the Arizona National Guard 1.GOVERNMENT WILL PICK UP AT, AND RETURN TO, VENDOR LOCATION. 2.DELIVERY: FOB ORIGIN 30 DAYS ARO. 3.PRICE: Firm Fixed Price. Consumable may be returned and credited if new or like new condition. 4.BASIS OF AWARD: An award will be made to a responsive vendor, who: submits all required submissions on time, whose past performance does not pose a risk to the Government, and whose quote is the Lowest Price. The Government reserves the right to award on a multiple award or an all or none basis. Heavy Drilling equipment must be in serviceable condition and consumable supporting equipment must be in new or like new and serviceable condition.
