Description

This is a SOURCES SOUGHT NOTICE - This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. No contract will be awarded as a result of this Sources Sought announcement. The Department of Veterans Affairs (VA), Network Contracting Office (NCO 21) is soliciting information from qualified Small Business sources, the results of this announcement will be evaluated to determine if at least two VOSB sources are capable of performing the proposed work. The Department of Veterans Affairs (VA), Network Contracting Office (NCO 21) seeks responses from Small Business Vendors that possess the capability and experience required to provide the following: 662-15-1-064-0006 - Anesthesiology Service A.Introduction/Background The San Francisco VA Medical Center (SFVAMC) Anesthesiology Service requires a comprehensive scheduling system on an ongoing basis that will serve the 24/7/365 requirements of scheduling anesthesia providers in the SFVAMC Operating Rooms. A scheduling service is necessary to schedule operating room work shifts, tally workload, and track work productivity (total calls, credited work, and hours worked) to build and develop precise schedules that are tailored to the ever-changing needs of Anesthesiology Service. Contractor will provide Anesthesiology Service access for licenses that will allow online accomodation of diverse scheduling input rules and guidelines to create specific manual and automated schedules, customizable views, online requests, shift trades, and reporting of work summaries and productivity when desired. B.Objectives This contractual service processes online schedule requests to generate a comprehensive monthly schedule tailored to coordinate the scheduling of anesthesiologists, anesthesiology residents and interns, nurse anesthetists, operating room technicians, respiratory therapists, and medical students to ensure effectively scheduled coverage for surgical operations and procedures requiring anesthesia. C.Scope of Work The scope of the processes involved by contractor for the project includes the following requirements: "Minimize anesthesia provider and administrative time in creating a 365/24/7 schedule. "Generate auto and manual scheduling forms. "Schedule anesthesia providers at multiple locations inside and outside the surgical areas. "Develop scheduling rules for managing requests and balancing workload. "Build customized reports including tally of shifts worked and productivity templates. "Simplify and automate administrative processing time. "Not require extensive new programming. "Accommodate varied staff duty tours: Full-time, part-time, and intermittent. "Schedule supporting staff: Fee-basis, contractor, fellow, resident, and students. "Will not include patient identifiable data or information. D.Metrics and Productivity Reports The contractor shall track and show metrics on workload totals and the nature of the staff' shifts such as days worked during the week, call, holidays, nights, weekends, etc. "Reports shall be live and actual. "Viewing options shall be varied and readily available to view. "Report formats will include monthly, quarterly, year-to-date, yearly, and/or fiscal year. "The monthly schedule shall be easy to read, comprehensive, and accurate. Respondents shall provide detailed information as to how they are qualified to perform this work. In addition, respondents are requested to submit the following information: (1) Name of Organization, (2) Address + Zip Code, (3) Telephone number, (4) current GSA contract number, (5) Business status: (DVOSB or VOSB only) (6) Point(s) of contact, (7) e-mail address, (8) DUNS number, (9) number of years' experience in providing this service, (10) current and/or past performance references that identify the contract/order number, customer, contract value, period of performance, prime or subcontract, and a brief description of services provided under the contract/order number. Interested vendors shall notify the Contracting Officer of pending changes in business status. Respondents will not be notified of the results. Based on the responses received, the Contracting Officer reserves the right to determine the set-aside status. No reimbursement will be made for any cost associated with providing information in response to this solicitation. All responses must be submitted by e-mail to the point of contact identified below; no other method of transmittal will be accepted. Responses to this Sources Sought Notice shall be e-mailed to the Contracting Specialist, Jason Hill, at Jason.hill@va.gov. Responses must be received no later than 2:00 PM PST on Friday, May 8, 2015. Failure to submit all information requested will result in a contractor not being considered as an interested business.
