- Solicitation for Remote Alcohol Monitoring Services Solicitation Number: 0869-2015-DSDRAMS The United States Probation/Pretrial Services Office for the District of South Dakota is soliciting proposals to provide remote alcohol monitoring services for defendants and/or offenders. These individuals include persons on probation, supervised release, or parole, who are under supervision of the United States Probation Office in the District of South Dakota. This group could also include inmates in the United States Bureau of Prisons, who are residing in federal or contract community treatment centers, residential re-entry centers, as well as persons on pretrial release status under supervision of the United States Pretrial Services Office. Enclosed is a Statement of Work (SOW), which contains the applicable requirements to be provided by the awarded vendor. All proposals will be evaluated by the criteria outlined in the SOW. Proposals will be awarded on the basis of initial offers submitted, and each initial offer should contain your organization's best terms from a cost and technical standpoint. There will be no opportunity to modify your proposal. Please read the SOW carefully; please do not rely on knowledge of prior proposals, or knowledge of previous federal procurement procedures. The estimated monthly quantities outlined in the SOW are only an estimate of the services to be provided during the term of this agreement. The terms of this agreement are outlined in the SOW. The vendor must be capable of providing all services identified in the SOW within the geographic area established in the SOW. All copies must be originally signed and submitted to the United States Probation/Pretrial Services Office, 314 S. Main Avenue, Suite 100, Sioux Falls, SD 57104-6474 on or before 05/15/2015. Proposals received after the established date will not be considered for award. STATEMENT OF WORK (SOW) Catchment Area: District of South Dakota Estimated Monthly Quantity: 20 clients in the District of South Dakota (This estimate does not represent a guarantee of service to be ordered). Period of Service: On or before 5/22/15, 2015 through September 30, 2015 Not to Exceed: $100,000 Services are subject to the availability of funds Remote Alcohol Monitoring and Unit Rental Vendor(s) shall provide "remote handheld cellular alcohol monitoring device" that will provide facial recognition with recorded photo for confirmation the individual providing the remote alcohol test is the enrolled participant. Monitoring units will provide real-time notification via text and/or email of missed or positive alcohol tests, and if the individual providing the test sample is not the enrolled participant. Monitoring units will have a capacity to allow a minimum of four (4) scheduled alcohol tests, as well as a minimum of two (2) on-demand tests, during a 24 hour period. Monitoring unit will have a Global Positioning System (GPS) capability to monitor the location of each test submitted. Additional Requirements A bill center capable of providing monthly, detailed invoices. Must be capable of billing the offender/defendant directly on a co-payment basis, and must be able to accept co-payments from the offender/defendant. These co-payments must be applied to monthly invoices as a credit. Must provide shelf inventory of at least one unit per divisional office (4), in the District of South Dakota, or 10% of active units, whichever is greater, at no cost to the District of South Dakota. The vendor will provide training to U.S. Probation/Pretrial staff when requested. The vendor will provide a price list to replace lost or damaged equipment. Will establish cost per unit to include when the District of South Dakota will be billed initially and when it concludes, (ie., starts when the equipment is received by the offeror and ends when the service is closed with the vendor). Must be able and willing to provide expert testimony, free of charge, in court hearings challenging the device results. Bid Selection Criteria The selection criteria for lowest bid will be based on the monthly price for services plus the cost of lost/damaged equipment that could potentially occur with each unit put into service. Please see the example below: Vendor A - Cost of monitoring service/month per unit $100; Cost of lost/damaged equipment per unit $900 - Total cost $1,000. Vendor B - Cost of monitoring service/month per unit $75; Cost of lost/damaged equipment per unit $1,200 - Total cost $1,275. Given the defined selection criteria, the lowest bid was submitted by Vendor A. Contract Monitoring The District of South Dakota will monitor the services being rendered to ensure they are in compliance with the Statement of Work, to include invoice billing.
