Senior Drug Control Advisor Washington, DC Issuance Date: 05/01/2015 Closing Date: 05/15/2015 SOLICITATION NUMBER: PSC-15-035-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. POSITION TITLE: INL Senior Drug Control Advisor 6. MARKET VALUE: $90,823 - $139,523 (GS 13/14 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 8. PLACE OF PERFORMANCE: Washington, DC 9. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The Department of State's (DOS) Bureau of International Narcotics and Law Enforcement Affairs (INL), Office of Policy Planning and Coordination (INL/PC) serves several important U.S. policy and program functions. For the Bureau's Front Office, INL/PC is a focal point or a "sounding board" for counternarcotics policy, serving as the principal go-between linking the Bureau to other bureaus within the DOS and to other Federal agencies and departments. The INL/PC Office also serves as the locus for multilateral affairs and manages the Bureau's relationship with international organizations, including with the Group of Seven (G-7), the United Nations (UN), the International Narcotics Control Board (INCB), the Organization of American States (OAS) and the European Union (EU). Of particular note, INL/PC will serve as the focal point for the Department's preparations and participation in the 2016 UN General Assembly Special Session on Drugs, which will serve as a global, heads-of-state gathering to review global drug control policy. Bureau Public Affairs and Public Diplomacy outreach is also under the INL/PC umbrella. Further, the office carries out wide-ranging special countenarcotics projects, including legislatively mandated reports such as the annual Presidential Determination to Identify Major Drug Trafficking and Producing Countries, the International Narcotics Control Strategy Report (INCSR), and requirements pursuant to the Combat Methamphetamine Epidemic Act (CMEA). In addition, INL/PC is responsible for managing the Narcotics Rewards Program (NRP), designations pursuant to the Foreign Narcotics Kingpin Designation Action, and the Specially Designated Narcotics Trafficker Sanction Program under Executive Order 12978. Purpose The INL/PC Senior Drug Control Advisor serves as one of the Bureau's senior counternarcotics subject matter experts, supporting INL preparations for participation in the UNGASS on drugs, its preparatory meetings, as well as other multilateral drug control meetings. The Senior Advisor will: provide technical advice to INL/PC on a range of counternarcotics supply reduction issues; liaise extensively with the U.S. interagency; provide technical advice to INL/PC on multilateral policy documents; and, assist INL/PC with outreach activities with foreign counternarcotics counterparts. Reporting The Senior Advisor shall maintain open, timely, and effective communication with the INL/PC Director and Deputy Director, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions. The Deputy Director will act as the Contracting Officer's Representative (COR). Duties and Responsibilities • Serves as the senior advisor for and subject matter expert on a wide range of counternarcotics supply reduction issues, including: interdiction and illicit drug transit; alternative development; criminal justice sector counternarcotics approaches; and, "alternative approaches" including alternatives to incarceration and efforts by some states to advance drug decriminalization and legalization. • Provides technical advice in oral and written form, including by drafting a range of counternarcotics briefing papers, briefing checklists, reporting cables, information memoranda, and action memoranda for the use by senior Department and INL officials, as well as by U.S. delegation members to multilateral drug control meetings. • Provides technical advice to INL/PC to develop appropriate counternarcotics policy responses to emerging issues, particularly in the context of preparations for the 2016 UNGASS on drugs and other multilateral meetings with U.S. interagency partners. Represents INL at, and/or organizes and leads U.S. interagency meetings in this regard, as well as prepares senior Department and INL officials for participation in U.S. interagency meetings. • Provides technical expertise to INL/PC for U.S.-sponsored counternarcotics focused resolutions for introduction at appropriate multilateral counternarcotics meetings. Provides technical expertise to INL/PC on resolutions and other multilateral counternarcotics policy documents with foreign counternarcotics counterparts. • Assist on outreach activities with foreign diplomatic and law enforcement counternarcotics counterparts, as well as drug control-focused non-governmental organizations and other civil society entities on behalf of INL. • Works and coordinates with senior officials overseas as well as senior officials in Washington from the Department's regional bureaus and the Office of the Legal Advisor. • Aids in public diplomacy activities under the guidance of INL public affairs officers. • Assists with other projects as directed. Minimum Qualifications • U.S. Citizenship able to attain and maintain a Top Secret security clearance; starting with interim Secret is acceptable. • Demonstrated knowledge of and experience with DOS operations and programs. • A minimum of ten (10) years' experience working on counternarcotics policy development, preferably at the Executive Office of the President. • A minimum of ten (10) years' experience working with U.S. interagency law enforcement partners on counternarcotics issues. • A minimum of five (5) years' experience in multilateral diplomacy and demonstrative experience engaging with a range of interlocutors on counternarcotics issues, including foreign government officials and civil society. • A minimum of (10) years' experiencing drafting counternarcotics policy-related documents. • Demonstrated experience and ability for successful interactions with senior leadership of U.S. government agencies to initiate, negotiate, and maintain partnership relationships. • Demonstrated excellent oral and written communication skills, including the ability to communicate solutions effectively to both technical and non-technical audiences. • Proven ability to complete the Contracting Officer Representative (COR) distance learning course through the Foreign Service Institute within 120 days of contract award. • Proficient in Microsoft Office. Evaluation Factors Factor 1 Work Experience (30 points) Demonstrated knowledge and experience working on counternarcotics policy development in a multi-agency work environment. Factor 2 Knowledge/Skills (30 points) Demonstrated knowledge and experience working on counternarcotics in multilateral and bilateral setting; demonstrated knowledge of related foreign policy and international affairs issues. Proven and detailed knowledge of State Department and INL operations and U.S. interagency processes. Factor 3 Leadership/Interpersonal skills (20 points) Demonstrated ability to effective liaise with all levels of foreign governments, multilateral organizations, and non-governmental stakeholders; and work as a member of a small, highly specialized team in an office environment. Factor 4 Past Performance (20 points) Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. VETERAN'S PREFERANCE Veteran's Preference is not applicable to this position.
