- Land Opportunity for the Development of an Integrated Energy Resilience System at JFTB Los Alamitos This is a SOURCES SOUGHT SYNOPSIS and IS NOT a solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of ALL potential qualified firms. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes, and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be borne solely by the interested party. The Department of the Army (Army) seeks to identify interested sources for the development of a integrated energy resilience system, to include on-site photovoltaic electricity production, at Joint Forces Training Base (JFTB) Los Alamitos, California. JFTB Los Alamitos is a strategic asset for military units and other national, state, and local organizations, including emergency operations for Southern California. The purpose of this action is to enhance energy security at JFTB Los Alamitos without increasing the base's cost for energy. This installation has been selected to support a key outcome for the Army 2025 strategy for installations, energy, and environment: to provide a ready and resilient Army, strengthened by secure access to energy, water, and land resources in order to preserve future choice in a rapidly changing world. The State of California goals for a resilient grid complements the Army's desired outcome, and creates the opportunity for a project that benefits California and the Army. JFTB Los Alamitos has identified five parcels totaling approximately 200 acres as potential sites for development under the Authority provided through 10 U.S.C. §2667. A map of the sites is included as Attachment 1 to this notice. The land may be made available for private development of a cyber-secure energy system that demonstrates capabilities contributing to the State of California's resilient grid goals at a reasonable cost, including the California Public Utility Commission (CPUC) operational requirements for grid optimization, renewables integration and greenhouse gas (GHG) reductions. At a minimum, an energy resilient system must include utility scale photovoltaic (PV), energy storage, and a micro-grid that are integrated into a single smart system and with the local distribution grid. The energy resilient system must provide JFTB Los Alamitos with full operational capability during periods of grid outage. Army may seek in-kind consideration for use of the land in the form of energy security and upgrades in lieu of cash consideration for any potential leasing arrangement. Army does not intend to act as off-taker for the project. JFTB Los Alamitos will provide all required environmental studies for the available land. Army requests that respondents provide all of the following information: 1. Company name, address, points of contact with telephone numbers and email addresses. 2. Description of company capability and relevant past performance. 3. Description of the proposed business concept for the provision of a resilience system that maximizes the land opportunity, including: (i) size, acreage required, and capacity of the system components; (ii) off-take arrangement; (iii) transmission access and capacity capabilities and constraints; (iv) a discussion of the economic viability of the proposed approach, include any financial support needed from California energy programs and demonstration of approval to use those funds; (v) project development timeline; (vi) a statement of the contribution of the proposed system to the State of California's goals; (vii) potential energy security enhancements for JFTB Los Alamitos; and (xiii) a description of any opportunities or risks that would helpful to the Army in determining the strategy for the best use of the land at JFTB Los Alamitos. Responses should be submitted on or before June 15, 2015.
