Description
Synopsis The purpose of this notice is to perform market research to determine if there is interest from all socio-economic categories: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), HUB Zone, Small Disadvantaged Business (8a), Woman Owned Small Business, Small Business, or other. The business size standard is for NAICS Code 621111. Synopsis: The Phoenix, AZ Veterans Administration Health Care System is soliciting for a professional service group which will provide board certified Radiologists. The PHVAHCS will provide the Patients, Diagnostic Radiologic Technologists, Radiology equipment and all supplies, necessary for the interventional special procedures. SERVICES: The Contractor shall provide a professional service group which will provide board certified radiologists. On average, the Interventional Special Procedure Radiologists work Monday through Fridays, 0800-1700. Emergency Interventional Procedures are scheduled on an as needed basis for the remaining time. On average, the Interventional Special Procedure Radiologist is called-in for emergencies about 6 times a month. Coverage hours: Seven days per week from 0000-2400 (24 hrs/day). There are two Interventional Special Procedure rooms that could be operating at the same time. The Contractor must have sufficient resources to support the increased workload of the VA population and provide quality care to Veteran patients including adequate qualified/certified personnel, seeing and treating patients in a timely manner and adequacy of planning and treatment. The group must be capable of furnishing physicians who can provide a full spectrum of Interventional Special Procedure services including, but not limited to, aortography, selective catheter placement, venograohy, embolization, percutaneous placement of IVC filter, transcather introduction of intravascular stent(s), and transluminal balloon angioplasty to name a few. The care provided must meet the standards of care established by the American Board of Radiology. All treatments shall be performed at Carl T. Hayden VA Medical Center Radiology Department located at 650 E. Indian School Road, Phoenix, Arizona in accordance with all terms, conditions, provisions, specifications, and schedules herein. The Contractor shall provide Intervention Special Procedures consultation, treatment, interpretation and follow-up care for beneficiaries of the Department of Veterans Affairs as authorized by the Phoenix VA Healthcare System, Phoenix, AZ. The VA utilizes an electronic record system called Computerized Patient Record System (CPRS). Contractor's employees will receive training from the VA and will be required to use this electronic system. Contractor's employees must successfully complete credentialing, background check, fingerprinting, and non-employee orientation before starting at the VA. General Requirements Contractor's providers must: oHave an unrestricted license in a US state, territory or US commonwealth oSpeak English proficiently and possess excellent written communication skills oProviders must all be capable of efficient use of Computerized Patient Records System oProvide evidence of demonstrated current clinical competence to perform appropriate care oHave a professional degree and education applicable to VA Medical Staff Members oProvide evidence of current professional liability insurance oBe board certified oComplete background check, fingerprinting and non-employee orientation prior to starting. oComplete BLS and maintain current certification, as a privileging requirement for clinically active providers Personnel assigned by the Contractor to perform the services covered by this contract shall be licensed in a State, Territory, or Commonwealth of the United States or the District of Columbia. All licenses held by the personnel working on this contract shall be full and unrestricted licenses. The qualifications of such personnel shall also be subject to review by the VA Chief of Staff and approval by the VA Facility Director. Each person assigned to work under this contract shall be licensed by American Board of Radiology (ABR) licensing board). The Contractor shall not advertise or use any marketing material, logos, trade names, service marks or other material belonging to the VA. VA does not provide legal representation for lawsuits filed against Contractor employees regard less of whether the incident occurred at the VA Medical Center or Contractor's facility. The term of the contract will be twelve (12) months. Solicitations will be available on or about June 2015. The date is not firm and may change due to events out of our control. This notice is for informational purposes only and is not a request for proposals. The Government is not obligated to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation. All potential offerors must be registered in the System for Award Management www.sam.gov and Online Representations and Certification Applications (ORCA) https://orca.bpn.gov before responding. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. This notice does not constitute a solicitation or a commitment by the Government to later publish a solicitation. No solicitation document is available. Capable parties must submit their ability to provide these services in writing to the attention of the Contracting Officer listed in this announcement.
