Specification and Scope of Work Combined Synopsis/Solicitation document with instructions to offerors, clauses and provisions and quote submittal worksheet This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6 dated April 2014, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The project title is APPRAISALS OF REAL PROPERTY FOR THE EMERGENCY WATERSHED PROTECTION - PROGRAM FLOODPLAIN EASEMENTS (EWPP-FPE), NEW YORK. Solicitation number AG-2C31-S-15-0005 is being issued as a Request for Quotations (RFQ). Responses are due by 4:00 p.m. Eastern Time, May 20, 2015, at USDA-NRCS (Attn: Patricia Hammer), 441 S. Salina Street, Suite 354, Rm. 520, Syracuse, New York 13204. Quotes may be submitted via e-mail or hard copy to contact listed herein. Late quotes will not be accepted per 52.212-1, April 2014. Contact Patricia Hammer, Contracting Officer, via telephone at (315) 477-6547 or by e-mail at patricia.hammer@ny.usda.gov for information regarding this solicitation. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-80, dated March 2, 2015. The Federal Acquisition Regulation (FAR) and Agriculture Acquisition Regulation (AGAR) clauses and provisions referenced in this solicitation can be found respectively in full text format at https://acquisition.gov/far/index.html and http://www.dm.usda.gov/procurement/policy/agar_x/agar04/index.html This acquisition is set-aside for Small Businesses. The North American Industry Classification System (NAICS) Code is 531320 "Appraisal Services, Real Estate." The small business size standard is $7.5 million. Active registration is required in the System for Award Management (SAM) at the time of award and throughout the period of performance. https://www.sam.gov/portal/public/SAM/ Failure of offeror to be registered and active in SAM at the time of submission may result in offeror being non-responsive to solicitation. Description of Services. Services to be performed are as follows: Forty nine (49) Appraisals of Real Property for the Emergency Watershed Protection Program Floodplain Easements (EWPP-FPE) in Richmond County, New York. Please refer to the statement of work and any specifications to this solicitation for a detailed description of the services and deliverables required. The following attachments are made as a part of the combined synopsis/solicitation. Attachment 1 - Specification and Scope of Work Attachment 2 - Hurricane Sandy EWP Floodplain Easements Staten Island Parcels Maps Attachment 3 - Service Contract Act Wage Rate Determinations for Richmond County, New York Award will be made to the responsible offeror whose proposal is responsive to the terms of the RFQ and is most advantageous to the government. The estimated commencement date of the contract is June 1, 2015. Description of service includes providing Appraisals of Real Property for the Emergency Watershed Protection Program Floodplain Easements (EWPP-FPE) on 49 sites in the Staten Island, Midland and New Dorp areas of New York State for the Emergency Watershed Protection Program Floodplain Easements (EWPP-FPE). Please reference attached Specification and Scope of Work for further clarification. The anticipated Period of Performance is June 1, 2015 - July 1, 2015 for the first appraisal; and July 31, 2015 - September 29, 2015 for the remaining 48 appraisals. The Natural Resources Conservation Service (NRCS) requires the appraiser to complete the first appraisal within 30 days and submit it to NRCS for technical review. The first technical review will be completed within 30 days. Once the technical approval of the first review is received, the appraiser will be authorized and be given the notice to proceed to complete the remaining 48 appraisals. The 48 appraisals are to be completed within 60 days after the notice to proceed.
