- REQUEST FOR INFORMATION: APG ACC and US Army Garrison Aberdeen Proving Ground is seeking information from industry to assist with the development and planning of a potential new requirement. THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). NO SOLICITATION IS AVAILABLE AT THIS TIME. 1. Overview/Purpose/ Description of Procurement: To provide the maintenance and installation of Intrusion Detection and Electronic Security equipment for the US Army Garrison, Aberdeen Proving Ground. Current equipment includes intrusion detection control panels (Focus 200 PA Alarm Panels) with communications equipment (analog, digital or network, radio), sensors (door contacts, motion detectors, fence sensors (perimeter protection), outside microwave motion detectors and Mastermind Alarm monitoring software (servers and workstations) and communications devices (network receives, analog receivers radio receivers), Access Control equipment (Casi Rusco, Facility Commander, Lenel) (control panels, card readers, keypads, electronic door locking hardware, software and communications), Closed Circuit Television (mainly Bosch, Pelco, and Panasonic) cameras (static and PTZ) (analog and IP based), monitors (various sizes), recording devices (Digital or Network Video Recorders), keyboards, video matrixes and other various equipment like video intercom equipment. New intrusion alarm panels must be compatible with current monitoring capabilities and meet the UL standards for government installation. 2. Scope of Effort: To provide support to vast array of security equipment installed in various buildings and locations throughout Aberdeen Proving Ground. There are approximately 400 active alarm panels, 150 inactive alarm panels along with 2 servers, 12 monitoring workstations and associated communications equipment; there are approximately 50 sites with access control equipment and 25 sites with closed circuit television equipment. Equipment is located in and outside of buildings, on poles and in manholes. Some equipment is located in classified areas. Some equipment is located in test chambers which various environmental issues. Some equipment is located in areas that require technicians to wear full protective gear. Personnel must be cleared medically to wear this gear. Requires personnel to have a minimal of a Secret clearance and sign non-disclosure agreements. Technicians must be able troubleshoot and resolve issues on all type of equipment. Some equipment is required to be replaced on the spot with minimal downtime as this may cause additional expenditures on the government to properly secure the equipment. Companies must be able to provide two on site technicians Monday through Friday from 8 am to 4 pm and provide on-call support if requested within 6 hours of being notified. 3. Technical Characteristics: Companies must have at least 10 years' experience in the installation and maintenance of the various equipment. Personnel be able to ensure equipment is operating within its parameters. Personnel must be certified IAW with Maryland state laws to install and maintain intrusion detection systems. Must have knowledge of computers and server operations, communications equipment, networking architecture and be able troubleshoot issues. 4. Requested Information: Request if the company can support the current Intrusion Detection Equipment (Focus 200 Alarm Panel) and associated to maintain its operational status. Can the company provide the services to the other equipment as requested? Can the company install new systems that are compatible with the current alarm monitoring equipment? Can the company support the other supporting equipment (Access Control, CCTV etc)? There should be no subcontracting required to support this effort except for locksmith work unless approved by the Contracting Officer. RESPONSE GUIDELINES: Interested parties are requested to respond to this RFI with a white paper. Submissions cannot exceed five (5) pages which are single spaced, 12-point type with at least one-inch margins on 8 1/2 quote mark X 11 quote mark page size. The response should not exceed a 5 MB e-mail limit for all items associated with the RFI response. Responses must specifically describe the contractor's capability to meet the requirements outlined in this RFI. Oral communications are not permissible. FedBizOpps will be the sole repository for all information related to this RFI. Companies who wish to respond to this RFI should send responses via email no later than 1400 on 18 MAY 2015 to walter.l.zurkowsky.mil@mail.mil. INDUSTRY DISCUSSIONS: DISA representatives may choose to meet with potential offerors and hold one-on-one discussions. Such discussions would only be intended to obtain further clarification of potential capability to meet the requirements, including any development and certification risks. QUESTIONS: Questions regarding this announcement shall be submitted in writing by e-mail to Mrs. Sherry L. Compton at sherry.l.compton.civ@mail.mil and MAJ Walter L. Zurkowsky at walter.l.zurkowsky.mil@mail.mil. Verbal questions will NOT be accepted. Answers to questions will be posted to FBO. The Government does not guarantee that questions received after 1200 11 MAY 2015 will be answered. The Government does not intend to pay for information received in response to this RFI. Responders to this invitation are solely responsible for all expenses associated with responding to this RFI. This RFI will be the basis for collecting information on capabilities available. This RFI is issued solely for information and planning purposes. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received in this RFI that is marked quote mark Proprietary quote mark will be handled accordingly. Please be advised that all submissions become Government property and will not be returned nor will receipt be confirmed. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.
