15RJR45_syn N00164-15-R-JR45 - EXPLOSIVE ACTUATED VALVE ASSEMBLY - FSC 1375 - NAICS 325920 Anticipated Issue Date 29 MAY 2015 - Anticipated Closing Date 29 JUN 2015 - Time 2:00 PM EDT The Naval Surface Warfare Center (NSWC) Crane Division intends to solicit and award a firm fixed price (FFP) indefinite delivery indefinite quantity (IDIQ) contract using full and open competition with a five year ordering period for Explosive Actuated Valve Assembly in accordance with Automated Data List (ADL) 53711-5355901A, Contract Data Requirements Lists (CDRLs), Quality Assurance Provisions (QAP), Supplemental Quality Assurance Provisions (SQAP), specifications, associated drawings, and Vendor Q&A documents. The Technical Data Package (TDP) is being provided in draft format for questions/comments prior to solicitation issue. Questions or comments shall be directed to the POC listed below and received prior to the anticipated solicitation issue date. The Government intends to award to the responsible contractor whose offer is the lowest price that is technically acceptable to the Government based on the evaluation criteria contained in the solicitation. The Government requires 24 each First Articles and 1,200 each (minimum) and 11,600 each (maximum) of production units over a five year ordering period. The anticipated minimum/maximum ordering quantities are 600 each (minimum) and 3,000 each (maximum) over the life of the contract. Delivery shall be FOB Destination. First Article Testing (FAT) will be performed by the contractor at the contractor's facility and will be witnessed by Government Representatives from DCMA QAR and NSWC Crane Requiring Technical Authority (RTA). Lot Acceptance Testing (LAT) will be performed by the contractor at the contractor's facility and will be witnessed by Government Representatives from DCMA QAR or NSWC Crane RTA. First Article Testing (FAT) and report are due 210 days after contract award. Government allows 30 days for First Article acceptance. Lot production and acceptance test report (LAT) are due 60 days after First Article testing and acceptance. Government allows 30 days for LAT acceptance. Delivery of the first production lot is due 15 days after LAT approval. The First Articles will not be delivered as part of the production quantity. Data deliverables are in accordance with Contract Data Requirements Lists, DD 1423s. Offerors must be properly registered in the System for Award Management (SAM) and in the Joint Certification Program (JCP) in order to receive the draft TDP and solicitation TDP. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 866-606-8220, or via the Internet at https://sam.gov. Information about the JCP is located at http://www.dlis.dla.mil. A draft technical data package is posted as an attachment to this synopsis on FedBizOpps. The draft technical data package is being provided for comments/questions prior to solicitation issuance. The solicitation attachments will be posted to FedBizOpps at the same time the solicitation is posted. FedBizOpps may be accessed at http://www.fbo.gov. RFPs are in portable document format (PDF). No hard copies of the solicitation will be mailed. Interested sources must download from the site listed. To download and view these documents, you will need the latest version of Adobe Acrobat Reader. This software is available free of charge at http://www.adobe.com. Offers must be submitted in the format specified in the solicitation to be considered. All changes to the requirement that occur prior to the closing date will be posted to the FedBizOps website. It is the responsibility of interested vendors to monitor FedBizOps website for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
