- This is a Sources Sought Synopsis whose only purpose is in support of market research. Only responses from current holders of a small business GSA IT Schedule 70 contract will be evaluated. The Department of State's Comptroller and Global Financial Services (CGFS) is seeking support for its State Administrative Services (SAS) requirement. This will be a highly complex action with new computer platforms, significant upgrades and new and expansive requirements for development skill. The current staffing at three U.S. Government locations is approximately 100 employees. All are located in the Greater Metropolitan Washington, DC Area with some staff located at vendor sites and a small number of teleworkers. The requirement is to provide information technology project support and software engineering in support of administrative, enterprise-wide applications for the State Administrative Services (SAS) applications for the U.S. Department of State (DoS). These include, but are not limited to human resources, general services operations, administrative support, data/records, overseas allowances, compensation, business processes, project management, budget, and finance and building applications. The US Department of State relies on up-to-date, accurate data to fulfill business requirements and support management decision making. This data is collected through software applications and electronic forms. While the use of Microsoft InfoPath is emerging as one standard for forms, most standard forms for the Department are maintained in Cerenade eForms. In addition to the use of electronic forms, the Department currently receives data from a number of administrative software applications. Many applications are currently written in Java and utilize Microsoft Structured Query Language (SQL) Server. Others are written in the.Net framework. However, the Department may require future enhancements using other technologies approved by the Department's Information Technology Configuration Control Board (ITCCB). These applications support the business requirements of several bureaus including the Bureau of Administration (A), Comptroller and Global Financial Services (CGFS), Human Resources (HR) and Overseas Building Operations (OBO). These bureaus and others require project support to maintain and enhance the current data collection, processing and reporting requirements as they are performed through the use of electronic forms and software applications. Prior support for federal agencies is preferred. It is anticipated that any resulting contract/order will require a Facility Clearance at the SECRET level. Response to this Sources Sought Synopsis (SSP) is not considered an offer and cannot/will not be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. Any information submitted by respondents to this Sources Sought is voluntary. This Sources Sought is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not individually be notified of the results of any Government assessments. The Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent acquisition. The Government's evaluation of the Capabilities Package received will factor into whether any forthcoming solicitation will be conducted as a full and open unrestricted competition, a set-aside for small businesses, or any particular small business designation (e.g., HUBZone, SDVOSB, WOSB, VOSB, SDB, etc.). Should your firm be interested in this requirement, please only electronically submit your company's Capabilities Package data in no more than 15 pages of 8.5" X 11", using at least 10 point font with 1 inch margins, and pages numbered consecutively. Capabilities Package: All interested small business firms shall submit a Capabilities Package that explicitly demonstrates company capabilities, indicating examples of the Key Required Components for Software Development Lifecycle Processes, Development Network Support, CMMI Certification, Testing Services, System Transition Support, Financial Management Systems Support Services, Human Resources Systems Support Services, Budget and Planning Systems Support Services, Macintosh Networks, Microsoft Operating Platforms, Software Experience, System Security, Optimizing Software For Use on Portable Devices, Help Desk Services and Key Personnel. Key Required Components: 1. Software Development Lifecycle Processes - Experience with CCR submission, application release planning, configuration management tools and process execution, design development and review, product implementation, technical and functional documentation, technical and functional operational support, user training material development and execution, user security configuration and maintenance, project management support, project status reporting including earned value management and engagement-wide status reporting. 2. Development Network Support - Experience with maintaining and supporting an application on a development network infrastructure. This includes configuration and installation of software on physical or virtual servers, maintaining database redundancy from the production environment and version control to support end to end testing with other systems impacted by development work or for contingency plans should the production environment fail. 3. CMMI Level III Certification. 4. Testing Services - Experience with multiple types of software testing (CCR testing, performance testing, interface testing, regression testing, business process testing, user acceptance testing, production simulation testing, and end-to-end testing). Within your testing experience, also include experience with change request review and level of effort determination, test scope documentation, test script documentation, manual and automated test execution, manual and automated test results collection/documentation/presentation, and test status reporting. 5. System Transition Support - Experience migrating from a legacy system to a replacement system, either COTS or custom development. This includes data migration, risk analysis and mitigation, user support and creating a project plan for smooth transition from one application to the other for both end users and operational stakeholders. 6. Financial Management Systems Support Services - Experience with CGI Momentum Financial systems, in order to facilitate, test and troubleshoot file transfers to and from applications managed under this effort and exchanged with CGI Momentum Financial systems. 7. Human Resources Systems Support Services - Experience with PeopleSoft Human Capital Management (HCM) commercial off-the-shelf software in order to perform business system regression testing due to infrastructure changes; implement vendor patches, or service pack releases and minor version upgrades. PeopleSoft HCM is the primary application of those used to support the Department's ability to cultivate a highly effective, flexible diverse workforce. Also, detail your experience with coordinating, unifying and modernizing a constellation of related applications for a single strategic mission. 8. Budget and Planning Systems Support Services - Experience with Budget and Planning systems support. Experience with narrative reviews of budgets and spending, cost projections, issue analysis and support (issue identification, troubleshooting, definition, resolution and reporting), report preparation and reconciliation analysis, systems integration, and system/enhancement identification. Also, experience with supporting budget analysis (such as foreign currency fluctuations and reimbursements). Experience with providing financial transactions data exchanges to and from budget systems to an accounting system of record (CGI Momentum at Department of State). Such transactions must survive independent financial audit. Familiarity with OMB Circular A-11 and implementing changes in software as the A-11 budgetary rules evolve. Familiarity with Treasury reporting requirements for interagency agreements and non-expenditure transfers. Experience with security concepts of separation of duties and least privilege. 9. Macintosh Networks - Experience with support and maintenance of a Macintosh network, as well as a number of Mac mobile devices, including - but not limited to - Apple iPads and laptops. 10. Microsoft Operating Platform - The primary networks in the Department are based on Microsoft servers, operating systems, Office, browsers, etc. Maintenance of the Department's Microsoft platform is outside the scope of this activity. However, experience is required to effectively use this platform within the security parameters of the USG (currently NIST Special Publication 800-53 Revision 4) and Department of State further configuration settings. It can be anticipated that as new versions of Microsoft products are introduced and accepted by the Department, software in use in the scope of this effort will require modification in order to maintain full functionality. Experience in these areas is required. 11. Software Experience - The contractor is required to be current and proficient on all updates, revisions and enhancements to the below listed software as well as software that becomes the industry standard replacements for the below list during the course of the contract. The primary networks in the Department are based on Microsoft servers, operating systems, Office, browsers, etc. Maintenance of the Department's Microsoft platform is outside the scope of this activity. However, experience is required to effectively use this platform within the security parameters of the USG (currently NIST Special Publication 800-53 Revision 4) and Department of State further configuration settings. It can be anticipated that as new versions of Microsoft products are introduced and accepted by the Department, software in use in the scope of this effort will require modification in order to maintain full functionality. Experience in these areas is required. Such processes and documentation include, but are not limited to: Concept of Operations, IT Security Plan, System Security Plan, Security Categorization Form, System Contingency Plan and annual testing, VPAT forms for Section 508 compliance, and USG regulations regarding Personally Identifiable Information (PII). 13. Optimizing Software For Use On Portable Devices - Experience in supporting maintenance or adjustment of applications for compatibility for use with mobile devices, such as tablets, Blackberries, smart phones, and laptop computers. 14. Help Desk Services - Experience with Help Desk Tier 1, 2 and 3 support for multiple applications. This includes answering calls and emails, recording help desk tickets, conducting analysis, identifying and testing resolutions, and contacting requester to provide resolution. Also, experience with help desk business process improvement and the statistical analysis of tickets. 15. Key Personnel - Detail your experience with staffing single large projects (e.g., greater than 75 persons). Provide evidence of your experience with managing projects with like depth and breadth of functions as this project, including the ability to provide sufficient Key Personnel, including project managers with Project Management Institute (PMI) Project Management Professional (PMP) ® certification. Also, describe your ability to recruit, retain and supervise staff in multiple locations, and to maintain low turnover ratios of staff and Key Personnel for large projects lasting more than two years.
