- Draft Statement of Work THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Nonetheless, submitters should properly mark their responses if the information is confidential or proprietary. Furthermore, those who respond to this RFI should not anticipate feedback with regards to its submission other than acknowledgment of receipt, should the submitter request an acknowledgement. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. All submissions become the property of the Federal Government and will not be returned. Responders are solely responsible for all expense associated with responding to this RFI. The purpose of this RFI is to gather information from vendors with experience in providing strategic consulting services to support the Department of Homeland Security's strategic sourcing programs. Specifically, we are gathering information regarding vendors who would be able to provide consulting services to support DHS's Enterprise Information Technology (IT) License Agreements, both current and future initiatives. Vendors and organizations with experience in providing subject matter expertise in utilizing strategic sourcing practices in order to improve and add value to the already successful Enterprise License Agreements (ELA) program within DHS are invited to provide information about their capabilities and how they may serve the needs of DHS Strategic Sourcing Program Office and Office of the Chief Information Officer (OCIO) ELA Program Office. Requirement: This notice is issued by the U.S. Department of Homeland Security, in Washington, DC to identify Subject Matter Experts in Strategic Sourcing, specifically in Enterprise License Agreements, capable of providing continued support services to support the DHS Strategic Sourcing Program Office. Contractor services required include a strong IT background, strategic planning and analysis, strategic sourcing, program management, facilitation, meeting management, continuous process improvement and implementation support for business management concepts, planning initiatives and communications. A Draft Statement of Work (SOW) is attached to this Sources Sought Notice and is subject to revisions at the sole discretion of the Government. Interested parties are expected to review this Notice and the draft SOW to familiarize themselves with the requirement. Anticipated Contract Type/Vehicle: It is anticipated that a Firm Fixed Price contract will be awarded. (Subject to change at the discretion of the Government) Anticipated Period of Performance: The period of performance is anticipated to be for a six-month Base Period and six month Option Period. The performance period is anticipated to start on or before September 30, 2015. (Subject to change at the discretion of the Government) Anticipated NAICS Code/Size Standard: The applicable NAICS Code 541614 Process, Physical Distribution, and Logistics Consulting Services and the size standard is $15M. Instructions to Respondents: Responses are due no later than Tuesday, May 12, 2015 at 11:00 AM EDT. Interested parties should submit questions no later than Tuesday, May 5, 2015 at 11:00 AM EDT. Answers to questions may be posted as an Amendment/Attachment to the FedBizOpps Notice. Therefore vendors should actively look for updated information as it pertains to this RFI. Submission of Information: Companies having capabilities necessary to meet or exceed the stated requirements are invited to provide information to contribute to this market research/sources sought notice including commercial market information and company information. Corporate affiliations, potential joint venture partners, teaming partners, and/or major subcontractor information must be provided with your information. 5. Commercial market information and practices applicable to this service. 6. A positive statement of your intent to submit a quote as a prime contractor if a solicitation is issued as a result of this Sources Sought Notice. At this time no solicitation exists; therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. After a review of the responses received, a pre-solicitation notice and solicitation may be published on Federal Business Opportunities (FedBizOpps) website at www.FBO.gov. It is the potential offeror's responsibility to monitor FedBizOpps for release of any future solicitation that may result from this Sources Sought Notice. However, responses to this Sources Sought Notice will not be considered adequate responses to any resultant solicitation.
