- Tree Thinning and Handpiling, Newport and Sullivan Lake Ranger Districts The Colville National Forest has a requirement for plantation tree thinning with possible bucking and lopping. There may also be a need to do slashing or whip felling for site preparation, silvicultural purposes or fuels treatment on the Newport and Sullivan Lake Ranger Districts, Colville National Forest. Location of the work is in Pend Oreille County, Washington State, located in the NE portion of Washington State. This project requires the furnishing of all tools, equipment, materials, supplies (except those designated as Government-Furnished), labor, supervision, workman's compensation, unemployment insurance, transportation, and incidentals to perform all work necessary to accomplish the tree thinning. Migrant and Seasonal Agricultural Worker Protection Act registration and a Washington State Farm/Forest Labor License are required. The resultant contract will be an Indefinite Quantity contract with a base year and one option period which may extend the contract until December 31, 2015. One award will be made. Pricing will be per acre and based on level of difficulty. The minimum guarantee will be listed in the solicitation along with the ceiling price. Task orders will be placed based on site conditions and funding availability. Contract time in the field is estimated from June 15th through November 15th depending on weather and site locations. The Contractor will be paid for actual work ordered, performed and accepted by the Government. Work is estimated to begin around September 8, 2015 for the first task order. Task Order time will be listed on the task orders. This project will be advertised as a written request for quotations and will be solicited under the Simplified Acquisition Procedures (SAP) and Acquisition of Commercial Item rules (Test Program). Estimated issue date of the solicitation is on or about May 4, 2015. The solicitation will be posted electronically at this (FedBizOpps) site when it issues. The actual due date will be listed in the solicitation. The project is a 100 percent small business set-aside. The NAICS code is 115310 and Size Standard is $7.5 million. Note: Please deleted Fuels Reduction from the title.
