Description
The Uniformed Services University of the Health Sciences (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. USU is located in Bethesda, MD on the grounds of the Naval Support Activity Bethesda. USU intends to negotiate on a sole source basis with Life Technologies, located in Carlsbad, CA for one (1) QuantStudio 7 Flex 96 Well Real-Time PCR System. This equipment will be procured in accordance with the procedures of FAR Part 12-Commercial Items and FAR Part 13-Simplified Acquisition Procedures. Sole source determination is made in accordance with: FAR Part 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The mission of USU is to provide the highest quality education programs in the health sciences to those selected individuals who demonstrate dedication to a health profession career in the Uniformed Services. As such, it is essential USU provide the necessary training and equipment required for our students to become successful doctors and nurses and to be able to provide the best care possible for our soldiers and to support our research efforts. Life Technologies is the sole manufacturer of the QuantStudio 7 Flex Real-Time PCR System. The QuantStudio 7 Flex is mission essential as a replacement of the retiring 7900HT Fast Real-Time PCR System. Real-Time PCR is a key assay in support of The Surgical Critical Care Initiative (SC2i). SC2i is an ongoing scientific research initiative tasked with the mission for identification of differential gene expression in wound healing outcome, development of heterotopic ossification, and identification of bacterial colonization both in acute wounds and in patients with traumatic brain injury. The QuantStudio 7 Flex will meet our minimum requirements of being compatible with a custom selection of 190 target genes, plus a housekeeping gene of interest, in a single low-density array (card). The QuantStudio 7 Flex provides comparable quantitative PCR efficiency with currently used equipment (the 7900HT) which is critical as we are mid-study and to purchase a different system could compromise past and future data and waste valuable research funds. The QuantStudio 7 Flex is manufactured by Applied BioSystems, now a part of Life Technologies, and the OEM of the 7900HT Fast Real-Time PCR System being replaced. It is compatible with the TaqMan Low-Density Array parts and supplies that have already been purchased for ongoing clinical studies. Maintaining compatibility with processes and legacy data and also utilizing the government's investment in proprietary supplies are critical to the success of this ongoing study. This instrument is uniquely qualified for replacing our current equipment, which has been discontinued, as it is manufactured by the same company and is one of the recommended replacements for highest compatibility between legacy data and future data collections. The QuantStudio 7 Flex Real-Time PCR System provides the technology and capabilities to meet our current quantitative Real-Time PCR detection protocols as well as offer ease of use with streamlined workflows in our Molecular Core Lab. Life Technologies is the only known source that can provided the requested equipment. This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide the abovementioned requirement as specified. A determination by the government not to compete this proposed contractual action based upon responses received is solely within the discretion of the government.
