The attachment titled "NB647000-15-00640 - RFQ_Question & Answers" has been uploaded and attached to this solicitation. __________________________________________________________________________ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is being issued as a request for quotation (RFQ) #NB647000-15-00640 utilizing simplified acquisition procedures authorized by FAR Part 13. Performance Work Statement: The Performance Work Statement is included as Attachment 2 of this RFQ. QUOTATION SUBMITTAL INSTRUCTIONS Questions Regarding this RFQ Questions relating to this RFQ shall be submitted via e-mail only to matthew.gomer@nist.gov not later than 1:00PM Mountain Time on May 1, 2015. The Government expects to incorporate the answers into one amendment and distribute the amendment as an attachment to this notice. If further questions arise following the outcome of answers provided to initial questions, the Contracting Officer has sole discretion to determine if a new question closing date will be allowed. If a new question closing date is approved an amendment will be posted to this solicitation. For any questions submitted in response to this RFQ, the vendor shall reference the RFQ number in the subject line of the e-mail. Submission of Quotes Instructions for submitting quotations under the simplified acquisition threshold. Submit written quotations in response to this RFQ by 7:00pm Mountain Time on May 10, 2015. Oral quotations will not be accepted. All firms or individuals responding must have an active System for Award Management (SAM) registration to be considered for award. This procurement is being issued as a 100% Small Business Set-Aside. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-81. (a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition is 541690 Other Scientific and Technical Consulting Services and size standard $15,000,000.00 apply to this RFQ. (b) Submission of quotations. Submit quotations to the office specified in this solicitation at or before the exact time specified in this solicitation. At a minimum, quotations must show-- (1) The solicitation number; (2) The name, address, and telephone number of the offeror; (3) Acknowledgment of solicitation amendments; (4) A technical description showing that the quoter can supply the requirements in the specifications or statement of work in sufficient detail to allow the Government to evaluate the quotation in accordance with the evaluation factors stated in the solicitation. Contractors shall at a minimum provide key personnel and relevant experience documentation to include, at a minimum, the following: a. A listing of peer-reviewed technical papers published in scientific or trade journals and/or patents (authored by the individual that would provide technical services under the Contract) demonstrating any expertise in each of the following areas. (i) Design, implementation, and testing of electrical circuits that provide signals for characterizing power spectral densities of phase noise and amplitude noise of quartz crystal resonators. (ii) Instrumentation and procedures for measuring power spectral densities of phase noise and amplitude noise of electronic circuits incorporating resonators operating in the frequency range from 5 MHz to 400 MHz. (iii) Measurements of phase noise of individual electronic-circuit components. (iv) Electronic, environmental, and crystal-related contributions to phase noise in circuits containing quartz crystal resonators, including noise floors and characteristic frequency dependences of these contributions. (v) Design and implementation of passive bridges for characterizing power spectral densities of phase noise and amplitude noise of quartz crystal resonators. (vi) Design and implementation of low-noise tunable frequency sources based on single-side-band mixers (vii) Invention and implementation of new methods for measuring phase noise and/or amplitude noise. (viii) Quantification of uncertainties in measurements of power spectral densities of noise. A maximum of three (3) citations shall be provided for each of the listed technical areas. Each cited paper and/or patent can be cited as documentation of expertise in more than one of the listed technical areas. Bibliographic information for cited papers can be provided in text or through hyperlinks. Copies of published papers and/or patents are not required. b. A listing of additional technical papers and/or patents (authored by the individual that would provide technical services under the Contract) in the area of phase-noise and amplitude-noise metrology. (5) Price and any supporting details for the price, as requested in the solicitation. (c) Quoter's are responsible for submitting quotations, and any modifications thereto, so as to reach the Government office designated in the solicitation by 7:00pm Mountain Time on May 10, 2015. The Contracting Officer reserves the right to modify any quotation due dates as required. Quotations received after the prescribed date and time may be considered late and not included in the evaluations. The quoter's initial quotation should contain the quoter's best terms from a price and technical standpoint. The Government may reject any or all quotations if such action is in the public interest; accept other than the lowest quotation; and waive informalities and minor irregularities in quotations received. Contractor's quotation shall be submitted in electronic format compatible with MS Office 2010 to matthew.gomer@nist.gov. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The Contractor shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." Evaluation Utilizing Simplified Acquisition Procedures (APR 2010) The Government will issue a Firm Fixed Price (FFP) purchase order resulting from this request for quotation to the responsible quoter whose quotation results in the best value to the Government, considering both price and non-price factors. Therefore, the Government may award to other than the lowest priced Contractor or the highest technically rated Contractor utilizing trade-offs. Each initial quotation should contain the contractor's best quotation from both a price and a non-price standpoint. (1) Relevant Experience and Key Personnel: Contractor quotations will be evaluated based on information provided by the Quoter as to whether the knowledge and experience of the key personnel proposed to perform the requirements of this contract can effectively support the execution of required PWS tasks. Contractors demonstrating relevant experience through the peer-reviewed technical papers published in scientific or trade journals and/or patents that are more closely associated with the requirements of this RFQ will be rated more favorably. (2) Price. Price quotations will be evaluated using price analysis techniques to determine a price fair and reasonable. A determination will be made by the Contracting Officer based upon the information provided. The Government reserves the right to ask for any additional price related information from the Contractor in order to determine a price fair and reasonable. The Government may award to other than the lowest priced Quoter or the highest technically rated quote utilizing trade-offs.
